Summary of citizen participation process/Efforts made to broaden citizen participation Summarize citizen participation process and how it impacted goal-setting ' On July 18, 2017 the notice of the public hearings to start the 2018 Action Plan process was published in the South Bend Tribune and EI Puente, and was available on the City of South Bend website.The notice of the public hearings was also sent to all organizations on the HCD mailing list. Two public meetings were held on July 31, 2017 at different locations and at different times to accommodate a variety of schedules. The City of Mishawaka public meeting addressed Mishawaka CDBG application procedures, ' as well as City of South Bend CDBG and ESG proposal processes. St. Joseph County Housing Consortium procedures for applying for HOME funding were also discussed. The City of South Bend meeting addressed South Bend CDBG and ESG proposal processes and St. Joseph Housing Consortium HOME application procedures.There was discussion at both meetings regarding the 2018 Action Plan schedules and processes. ' The initial proposed 2018 Housing and Community Development Plan was made available for review October 3, 2017, for a thirty (30) day period, ending November 3, 2017. Two public hearings (one in Mishawaka and one in South Bend) were held October 17, 2017, during the public comment period. ' Notice of the public hearings was published in the South Bend Tribune and El Puente. No comments were received during the public comment period. The City of South Bend and St. Joseph County Housing Consortium will receive unanticipated additional CDBG and HOME funds, respectively, for PY2018. New activities will be funded with the additional dollars, so a second proposed 2018 Housing and Community Development Plan was made available for review May 10, 2018 for a thirty (30) day period, ending June 8, 2018. Notice of the public hearings was ' published in the South Bend Tribune and El Puente. Two public meetings were held on May 21, 2018 at different locations and at different times to accommodate a variety of schedules.
