Insight""* <br />PUBUt SECTOR <br />September 1, 2017 <br />Captain Chris Voros <br />City of South Bend <br />Department of Public Works <br />County City Building <br />227 West Jefferson IBlvd., Ste 1316 <br />South Bend, IN 46601 <br />RE: City of South Bend - SBPD Body Camera, / In, Car Video Camera Project <br />Dear Captain Voros, <br />It is a privilege to provide the following response outlining Insight's capabilities in meeting the <br />City of South Bend's (the City) SBRD Body Camera / In Car Video Camera Project RFP initiative. <br />Our comprehensive, best -in -class solution features the Panasonic Arbitrator 36 OOTm HD system <br />complete with In -Car Video (ICV) and Body Worn Camera (BWC) equipment—aill fully compatible <br />with Panasonic's SafeSerVTm Evidence Management Software currently in use by the South Bend <br />Police Department (SBPD). <br />Insight understands SBPD's current cache of 25 Arbitrator 3600 In -Car Video systems were <br />procured and installed in December of 2016, with software installation and configuration also <br />completed. As suich, Insight will only charge installation costs associated with SBPD's BWC <br />equipment, and not your ICV equipment. Our solution for SBPD includes the new Arbitrator BWC <br />with, enhanced Unified Evidence Management System (UEMS), designed to deliver significant <br />functional advantages while reducing the City's long-term total cost of ownersh[p (TCO). When <br />integrated with the Arbitrator 3600 HD ICV system, the new BWC solution will deliver the <br />industry's most complete and cost-effective platform for mobile video evidence capture and <br />management available in the marketplace. <br />This fully integrated solution will securely manage and retrieve all digital video evidence from <br />Arbitrator 3600 ICV systems, BWCs, fixed surveillance video, photos and other types of video <br />evidence data through a single, easy -to -manage platform. Thie Arbitrator BWC can offloaid <br />seamlessly via Wi-Fi and other methods to the UEMS, allowing officers to easily and securely <br />manage all video evidence —regardless of its system point of origin. Significantly, Insight's <br />solution offers full compatibility with SBPD's existing Arbitrator software applications, including <br />full integration with SBPD's existing Arbitrator 3600 ICV systems (Mk3 models). Officers will also <br />use the same Arbitrator client applications, to view video in the field prior to offload, using their <br />existing Windows -based laptops/tablets, as well as smartphones. <br />By leveraging the City's prior investment in the Arbitrator 3600 ICV solution, Insight believes the <br />SafeServ/UEMS, integrated platform will provide significant cost savings for SBPD. In addition, the <br />platform will increase officer safety by 1) linking automated triggering between vehicles and <br />BWCs, 2) enabling hands -free wireless BWC recording/offloading, 3) allowing in -car BWC <br />offloading to your existing ICV systems, and 4) linking metadata from ICV to BWC, delivering a <br />comprehensive solution to meet SBPD's specific objectives. <br />With 29 years in the IT industry, Insight offers unsurpassed commitment, management, and <br />oversight in ensuring the success of meeting SBPD's defined dleliverables.Our proposed solution <br />remains firm and open for a period of ninety (90) days from the date of opening.
