REGULAR MEETING May 14, 2018 <br /> Councilmember Oliver Davis stated,You guys sent me a letter and everything else. You see I was <br /> kind of tied up with the other situation but I did see it so I will respond so I do want to thank you <br /> for sending me that. I did read through it and so I will respond to you soon. Don't think I didn't <br /> and I appreciate it. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-20. Councilmember Oliver Davis <br /> seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> 18-21 A RESOLUTION CONFIRMING THE <br /> ADOPTION OF A DECLARATORY <br /> RESOLUTION DESIGNATING CERTAIN <br /> AREAS WITHIN THE CITY OF SOUTH BEND, <br /> INDIANA, COMMONLY KNOWN AS 320 EAST <br /> COLFAX AVENUE, SOUTH BEND, IN 46617 AS <br /> AN ECONOMIC REVITALIZATION AREA FOR <br /> PURPOSES OF A SIX 6 YEAR REAL <br /> PROPERTY TAX ABATEMENT FOR <br /> COMMERCIAL PROPERTY LOCATED AT <br /> WHARF PARTNERS, LLC <br /> Dan Buckenmeyer, Director of Business Development for the Department of Community <br /> Investment with offices on the 14th floor of the County-City Building, South Bend, IN, served as <br /> the presenter for this bill. Mr. Buckenmeyer stated, This is the exciting Wharf project that is <br /> commonly known as 320 at the Cascades. This is right on the river's east side. We are talking <br /> about a six(6) year tax abatement at one hundred percent(100%). Again the key point here is that <br /> this is only abating taxes on the commercial portion of this project. The abated amount will be <br /> about $430,000 but the residential elements estimate to pay about $1.5 million over the course of <br /> the abatement period. It is also important to note we are only talking about phase one (1) of this <br /> project. Phase one (1) alone with bring in over $19 million of private investment. <br /> Frank Perri, 3617 McKinley Avenue, South Bend, IN, served as the petitioner for this bill. Mr. <br /> Perri stated, I am representing Wharf Partners LLC. It is very exciting to be bringing this project <br /> to fruition after many years of studying and planning. I appreciate your support of our abatement <br /> in reference to this project. It is the last piece of the Riverfront and with what everybody has been <br /> doing, we are excited. <br /> Councilmember Oliver Davis asked, When will phase two (2) be ready? <br /> Mr. Perri replied, Well, right after phase one (1). We would love to be able to do it immediately <br /> following phase one (1) and that is our plan.
