McBride (late) <br /> Other Council Absent: None <br /> Others Present: Kareemah Fowler, Bianca Tirado, Graham Sparks, Bob <br /> Palmer <br /> Presenters: Aladean DeRose, Linda Mauller,Nick Molchan <br /> Agenda: Bill No. 18-17-Approving Extension of Human Rights <br /> Interlocal Agreement between City and St. Joseph County <br /> St. Joseph County Health Department Update <br /> Vice Committee Chair John Voorde called to order the Health and Public Safety Committee <br /> meeting at 3:30 p.m. He introduced members of the Committee and proceeded to give the floor to <br /> the presenters. <br /> Bill No. 18-17- Approving Extension of Human Rights Interlocal Agreement between City <br /> and St. Joseph County <br /> Aladean DeRose, Assistant City Attorney with offices on the 12th floor of the County-City <br /> Building, stated, I'm here on behalf of Lonnie Douglas, the Director of the South Bend Human <br /> Rights Commission who will be presenting the Ordinance this evening. We are here because on <br /> Valentine's Day of 2017, the County Council adopted a Human Right's Ordinance similar to that <br /> of South Bend's. At the time it had adopted the Ordinance, it did not have the authority to have <br /> South Bend investigate cases that came from the County. Those were to be investigated by either <br /> the Civil Rights Commission or the EEOC. Later in the fall of 2017, both you and the County <br /> Council entered into an Interlocal Agreement by which the City Human Rights Commission agreed <br /> to investigate cases for the County that arose out of the County's Human Right's Ordinance. Since <br /> that time, the Commission has been reviewing these cases and we have, I think, on file <br /> approximately thirteen (13) such cases that were received between November 2017 and April <br /> 2018. Those are thirteen (13) cases that would not have come through but for the Interlocal <br /> Agreement.
