I
REGULAR MEETING April 9, 2018
small and they already find themselves having to travel. We have not talked about that specifically
to keep Chapin open. I don't know. But if we can find the funding for it, we will. We will never
abandon clients.
Councilmember Oliver Davis stated, That was a concern. It makes me think about criteria five (5)
of responsible development. Your Chapin facility is great.Personally,I think, outside of the zoning
concerns and public safety, I think that was a major issue.
Ms. Hunsberger stated, We went directly to the clients that we serve at the Chapin Street office
and we asked them and they overwhelmingly support this change. We will not leave clients without
care. These clients we are serving at Chapin are enthusiastically supportive.
Councilmember Sharon L. McBride stated, Councilmember Davis made a good point to what I
stated earlier. I am an advocate and support the work of the Women's Care Center and I would not
like anyone to misinterpret my support of the Women's Care Center. The question came to my
mind of why that location and why close down. My position was that those residents in that
immediate area would be affected.
Ms. Hunsberger replied, We will take care of them.
Councilmember Gavin Ferlic asked, If this Bill is, for some reason, continued, are you willing to
work with the adjacent property owner to potentially resolve any issues?
Ms. Hunsberger replied, We are willing, I am willing, to work with the adjacent property owner
to provide a peaceful environment. We will do that at any time. We are asking for a vote of support
for our petition. And we will meet with and talk with anyone. We have a track record in South
Bend of being very good neighbors.
Councilmember Tim Scott stated, I have all respect for the business and have no concern with the
business at all. My concern is strictly about the location. There are five (5) business nodes on
Lincoln Way. I served on the Corridor Committee. You and Mr.Nussbaum have said that it is kind
of like Walgreens and CVS. I get and understand that but please explain to me how you think a
property with no sidewalks, the density of the neighborhood, how is any of that beneficial? I can
see so many other better locations in other business nodes.Did DCI give you any advice other than
they were fine with it?
Mr.Nussbaum stated, We never talked to the Department of Community Investment.
Ms. Hunsberger replied, What I can say is that we will put in parking spots and we are easily
accessible from the bus stop on Elwood. It is an easy walk. We do not expect clients to walk down
Lincoln Way.
Councilmember Regina Williams-Preston asked, Do you have any sense of what happened with
protests at your closed down location near the Women's Pavilion?
Ms.Hunsberger replied,We did not participate in protesting or in sidewalk activity at that location.
That was not us. Our location is at the head of Ironwood Circle and the Women's Pavilion was at
the end of Ironwood Circle. We did not have activity. That was not us. Those protests and that
activity was not sponsored, supported or facilitated by us. That is not our model of care. It wasn't
US.
Councilmember Oliver Davis asked, Where are your talks with TRANSPO in having that
designated stop?
Mr.Nussbaum replied, When that was brought up to me, I checked, and there is a designated stop
on that corner.
This being the time heretofore set for the Public Hearing on the above bill, proponents and
opponents were given an opportunity to be heard.
John McNamara, 122 S. Holiday Drive, South Bend, IN, stated, I am a member of the Area Plan
Commission by virtue of being a County Surveyor and I have been that for forty-five (45)years. I
12
