<br />axd supplemental acts thereto, passed by the General Assembly of the Staa.te ,of
<br />Indiana. Assessments, if deferred, are to be paid in ten asquaa,l annual installments
<br />, witn interest at the rate 'of Six per cent per aymum. A bond or bonds shall be
<br />issued to the contractor in payment of such work, unless the property owners pay said
<br />assessments before said bond or bon-c.s are issued. Under no circumstances shall
<br />the City of South Bend, be, or be held responsib le for any sum or sums, due from
<br />said property o:-per or owners far the collection of the same, or for the pay—
<br />ment of any b0n4, bands, eertifioate or, eertifieates, issued tot-isaaaid eantraster in
<br />payment for such work, except Per such moneys as shall have been actually rece—
<br />ived by the City from the assessments for such improvement, or such moneys as said
<br />City is by said above entitled Act required to pay. All proceedings had and work
