Z®NING AND ANNEXATI®N July 23, 2007 <br />Present: Councilmembers Al "Buddy" Kirsits, Ervin Kuspa, David Varner, City Clerk <br />John V oorde <br />Bill No. 34-OS <br />3400 Northside Blvd. <br />Unfavorable 2 years ago at the Area Plan Commission <br />Mike Ranch speaking on behalf of Tiberius Mahalache, stated that originally the plan <br />was for S'4 units now 25 with 30' along Northside Blvd., there will be single family <br />attached homes, not candominiums. 10 units on river, single story. Petitioner asking for <br />MP` 1 District consistently <br />Chris Dressel, Community & Economic Development, gave a favorable recomanrzendation. <br />The project is a reinvestment in the neighborhood and aligns with City Plan. <br />Larry Steele, President, River Park Neighborhood Association, stated that they had a <br />meeting of the neighbors on May S, 2007. He stated that it was a good meeting and <br />follow-ups contact, Friday, July 20, July 21, July 23, 2007, 25 instead of 56, RPNA voted <br />in favor. Mr. Steele personally in favor. 2 letters of support from neighbors. <br />The following individuals spoke against: <br />Andrew Fry, 1338 S. 315', South Bend, Indiana, stated there was short notice, the flier <br />was sent out May 4`~ and only 4 people at meeting last weekend. He stated that he <br />suspects the whole neighborhood is not for the project, 300 signatures against the <br />development. Mr. Fry stated that 25 units are still too dense. <br />Ms. Pam Benchar, 3425 Northside Blvd., South Bend, Indiana, reiterated that the notice <br />was sent on short notice, both last May and now. 20' setback requested from those <br />against 2 years ago, actually only 6'. She stated that there are traffic issues, school <br />children at Nuner would be walking near this development. She stated that she is not <br />against growth but the development needs to be less intense. <br />Mr. Bernie Accoe described the flood way, plane and flood fringe and stated that the <br />DNR erectian in flood way prohibited against proposed project impinges. <br />Councilmember Varner asked what are the coaxes for friends of River Park because <br />Tiberius Mahalache needs to know. <br />Councilmember Puzzello stated that there has not been enough involvement with <br />neighbors. <br />
