While the low bidder is Pyramid Equipment, the team at Central Services has determined <br />that the Pyramid Equipment bid is not responsive to the specifications for the following reasons: <br />• The Pyramid Equipment bid did not meet our advertised specification in 16 areas. <br />• We asked for the floor and sides of the unit to be abrasion resistant steel with a typical <br />tensile strength of 184,000 PST, the unit bid offers a tensile strength of 100,000 PSI which <br />is over 50% less than requested. <br />• We asked that the lifting forks be clamped to the torque tube, this allows for the forks to <br />move and be put back in place if it hit an object. The unit bid has these forks welded fast <br />which if they hit an object would be bent and require lengthy repair. <br />• Our specification asks for the forks to be I 1/2inch thick steel, the bid offers I inch thick; <br />50% less than specified. <br />• Our specification asked for a transducer sensor that will allow the controller to monitor <br />the position of the forks at all times. The unit bid does not have these transducers. For <br />safety reasons the drive wants to monitor the position of the forks. <br />• We specified one joy stick to operate all functions of lifting and dumping, the unit bid has <br />two joy sticks that the driver must use to perform these functions. This is less productive <br />and raises some safety concerns for the drivers. <br />The abovementioned have been determined to be critical to the structure, operation and safety of <br />the vehicle as opposed to minor deviations from the specifications. <br />The bid from Central Indiana Truck Equipment Corporation was more responsive than the <br />Pyramid Equipment bid and met the specifications without sacrificing the safety and integrity of <br />the vehicle. The Central Indiana Truck Equipment Corporation bid was $374,320 per unit and <br />will be funded with proceeds from the 2018 Capital Lease.
