SPECIAL MEETING <br />JULY 16, 2007 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in <br />the Council Chambers of the County-City Building on Monday, July 16, 2007 at 7:00 <br />p.m. The meeting was called to order by Council President Timothy A. Rouse and the <br />Invocation and Pledge to the Flag were given. <br />ROLL CALL <br />COUNCILMEMBERS: <br />Present: Derek D. Councilmember Varner seconded the motion which carried by a voice vote of <br />nine (9) ayes. Councilmember White, Chairperson, Committee of the Whole, presiding. <br />Councilmember White explained the procedures to be followed for tonight's meeting in <br />accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br />Councilmember White stated that a brochure may be found on the railing in the Council <br />Chambers explaining those procedures. <br />Council Attorney Kathleen Cekanski-Farrand read into the record the following <br />guidelines for tonight's meeting. <br />1. Report from Zoning and Annexation Committee <br />2. Accept a motion & second to accept the new Exhibit A referenced to in the last <br />sentence of Section I of Substitute Bill No. 26-07, which is on file with the Office of the <br />City Clerk. <br />3. Presenters shall provide additional information to questions raised at the 07-09-07 <br />public hearing and any questions raised at the Zoning and Annexation Committee <br />hearings. Also request that a summary of the New PUD conditions included into Exhibit <br />A be given as part of their presentation. (Not subject to time limit) <br />4. Public Hearing continuations: IN FAVOR: Persons who did not speak at the July 9, <br />2007 Common Council meeting on this Substitute Bill will have the right to speak first. <br />Each person must give their name and address for the record. Each speaker is limited to a <br />maximum of five (5) minutes. If after every new speaker in favor has spoken, anyone <br />who spoke at last Monday's meeting who wishes to add any NEW information may <br />
