o
113TH
\PEACB
1865
OFFICE OF THE CITY CLERK
KAREEMAH N, FOWLER, CITY CLERK
UTILITIES MARCH 27, 2018 5:15 P.M.
(ORGANIZATIONAL)
Committee Members Present: Dr. Varner, Regina Williams-Preston
Committee Members Absent: Oliver Davis, Sharon L. McBride
Other Council Present: Tim Scott, Karen White
Other Council Absent: Jo M. Broden, John Voorde, Gavin Ferlic
Others Present: Kareemah Fowler, Jennifer Coffman, Bob Palmer
Agenda: Organizational Meeting
Committee Chair Dr. David Varner called to order the Utilities Committee Organizational meeting
at 5:15 p.m. He introduced members of the Committee and proceeded with the meeting.
Organizational Meeting
Committee Chair Dr. Varner stated, The Utilities Committee essentially finds itself the job of
setting rates. We set rates with consideration to the cost of providing services. We set rates also
with regard to the cost to our clients and constituents as they are the consumers of the utilities. It
is not a fun job but it is a job somebody has to do. It can also be a very entertaining and interesting
job, especially doing comparative rates. It is my belief as a member of the Utilities Committee for
some time now that we can't allow our rates to be uncompetitive with regards to other
communities. That plays into the CSO issue we will be talking about later. I don't expect and I am
not aware of any proposed rate increases coming this ye . A lot depends on the renegotiation of
the CSOs. Hopefully, we won't have to raise the rates as projected ten(10) years ago.
Committee Chair Dr. Varner then opened the floor to questions or comments from the Committee
and Council members.
Councilmember Karen White asked, Do we know the status on the Consent Decree with regard to
the CSO?
Committee Chair Dr. Varner replied, We will find out more at the 5:30 p.m. meeting to follow this
meeting. We will be getting more information on the flooding and the CSO issue. We can have a
second meeting if necessary.
INTEGRITY1 SERVICES ACCESSIBILITY
JENNIFER M.COFFMAN BLANCA L.T IRADO JOSEPH R MOLNAR
CHIEF DEPDTY/DIRECTOR OF OPERATIONS DEPuTY/DIRECTOR OF POLICY ORDINANCE VIOLATION CLERK
EXCELLENCE I ACCOUNTABILITY I INNOVATION I INCLUSION I EMPOWERMENT
455 County-City Building 1 227 W.Jefferson Blvd.I South Bend,Indiana 466011 p 574.235.92211 f 574.235.9173 1 www.southbendin.gov
