<br /> "pROVING AND ADOPTING QTYPX.",A TWENTY-'YEAIt. i
<br /> COMPREHENSIVE PLAN FOR THE CITY Or SOUTH BEND.
<br /> WHEREAS,tine State of Indiana has enacted I.C.96-7°4-5oo to establish standards for developing �
<br /> comprehensive plans"for the promotion of public health,safety,morals,convenience,order,or the general
<br /> welfare and for the sake of efficiency and aeon omy in the process of development;"and 1
<br /> WHI3I A.S,in 2002,the Compreftensive flan for South Ben dand St.Joseph County was adopted by
<br /> the Area plan Commission of St.Joseph County and die respective legislative bodies of the City of South Bend
<br /> and St.Joseph County,andis a broad frameworkfor countywide resources and development patterns and
<br /> proposes that municipalities within the County develop more detailed comprehensive plans;and { [,
<br /> WHEREAS,Mayor Stephen J.Luecke appointed community volunteers to form a Civic Alliance to I I
<br /> oversee an extensive and Inclusive public planning process developed and administered by the Department of
<br /> Community and Economic Development,Division of Community Development;and
<br /> WHEREAS,thousands of community members have participated in the planning process since October
<br /> 2o03 and resulting from this planning process,the City of South Bend has prepared a comprehensive plan, E
<br /> called City PIan,to guide decision-making on growth and development for tite city of South Bend overthe next
<br /> twenty years;and
<br /> S
<br /> WHEREAS,City Plan contains a 20yearVision with Goals,Objectives,and Policies for ten planning
<br /> topic areas,and an Implementation Action Plan to aid the City in developing programs and strategies,making
<br /> capital expenditures,and setting annualbudgets;and i
<br /> WHERM,the Area Plan Commission of St.Joseph County,Indiana is empowered to approve a
<br /> comprehensive plan within its area ofjurisdiction by provisions contained in the aforementioned Indiana Code
<br /> andhas approved City Plat by resolution and provided the Common Council of the City of South Bend with a i f
<br /> favorable recommendation;and
<br /> WHERLAS,the Common Council of the City of South Bend,Indiana has the authority to adopt a
<br /> comprehensive plan if it finds the content and the Goals,Objectives,and Policies of the Plan to be appropriate
<br /> and in the best interests of the community;and
<br /> WHEREAS,the City Plant,which is attached hereto and incorporated herein,contains all the elements
<br /> required by Indiana Code Section 36-7�4-g02,and is appropriate and in the best interest of South Bend and its ;

<br /> citizens.
<br /> NOW,THERBFORE,BE Ir RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH

<br /> BI+NO,INDIANA.AS FOLLOWS:
<br /> SECTION I:That the 20 year comprehensive plan,City Plan,a true and complete copy of which is
<br /> attached hereto and incorporated herein and which incorporates all non-substantive revisions requested by the
<br /> City.A,dministration on October ag,zoo6,shallbe and hereby is approved.
<br /> SECTION TI:That this Resolution shall be in full force and effect from and alter its passage by the
<br /> Common Council and approval by the Mayor.
