REGULAR MEETING JULY 9, 2007 <br />the opposing candidate who is rush to jump on this bandwagon ofself-mortification from <br />accurately assessing and calculating the cost of this proposal in the long term. <br />Mr. Tony Fitz, 5724 Town Center, Granger, Indiana, stated that he is in favor of this <br />project. He stated that he and his wife recently moved back to the area. They could not <br />find the various housing types that he and his wife were wanting to live in South Bend. <br />A development like this for the South Bend Area would generate more people moving <br />back to the area. <br />The following individuals spoke in opposition to this bill. <br />Ms. Elizabeth Van Jacob, 1114 Stanfield, South Bend, Indiana, stated that she wanted to <br />make a correction in the Kite packet that was handed out. On page 28, the average <br />annual salary is $28,000.00, the word average is missing. Ms. Van Jacob stated that <br />tonight she is speaking for Julie and Joe Harmon, who live at 1136 N. Notre Dame <br />Avenue, who were unable to attend tonight's meeting. Joe Harmon walked 120 foot <br />steps from his home to the parking lot of the proposed project. Ms. Van Jacob stated that <br />Mr. Harmon supports this project but they ask the Council to consider some conditions. <br />In the plan it shows five stories at the corner ofAngela/Eddy, is there not also five stories <br />at the corner ofNapoleon/Eddy? <br />Mr. Compton stated on both ends <br />Ms. Van Jacob stated then there is a possibility of five stories being on Napoleon right <br />insight of Joe Harmon's house. She noted that Mr. Harmon requested for the installation <br />of quality screening which would include mature vegetation and a security wall <br />exceeding minimum requirements and constructed of masonry and a design that is <br />attractive and desirable to soften the immediate transition into a residential neighborhood <br />and provide a barrier to foot traffic noise and unsightly trash recycling receptacles <br />delivery equipment and parking lots. He also requests the incorporation of a fire house <br />and walking beat patrol officer during all hours of operation to improve safety, security <br />and emergency medical services. This could be at the expense of Notre Dame and or the <br />developer. The building could add to the character and ambience of the development and <br />also serve as a civic meeting room location center for the community. NFPA response <br />time requirements may be challenged due to newly annexed areas in northeast South <br />Bend and by significant increase in volume of these new residential mixed use and high <br />rise occupancies. She stressed the restricted parking on neighborhood streets, with more <br />needed parking added to the development. Now, she is speaking on behalf of herself. <br />Ms. Van Jacob stated that one of the ten major principals of new urbanism that have not <br />been incorporated in this development is sustainability. Sustainability calls for minimal <br />environmental impact of the development and its operations. Go to newurbanism.org and <br />see these ten principals. Raising the last densely wooded area in the City and replacing it <br />with too much, too high, and too small an area runs contrary to new urbanism principles <br />of sustainability. She urged the Council to scale down Eddy Street Commons Project, its <br />looks more like Pottersville than Bedford Falls. What a sad and decadent way to replace <br />the majestic beauty of the Notre Dame Woods, this is the largest piece of wooded land in <br />the area that despite decades of abuse remains a thriving habitat for a surprising array of <br />flora and fauna. She stated that she has been in those woods and seen sassafras growing, <br />birds, deer track, fox dens in there. Ms. Van Jacob reiterated the word "average" in <br />annual "average" salary of $28,000.00, how many people are going to be making well <br />below this dollar amount, could the Council support their family on $28,000.00 and does <br />it include benefits? <br />Ms. Judith Robert, 1739 Riverside Drive, South Bend, Indiana, stated that she is the <br />Chair of the Paint the Town with Bike Lanes Committee and they appreciate Kite Realty <br />meeting with members of the committee. She noted that they appreciate that they have <br />included bike lanes, trail and bike racks. The Committee has reviewed the plans and they <br />have a few more concerns that they would like to have addressed. The fast concern is for <br />accessibility for the bike lanes, the pedestrians and the issue of congestion. They would <br />like to ask the Council before approval of the plan, that they get input from the Board of <br />Public Works Department on whether the current plans for streets and bike lanes fit in <br />28 <br />
