The oversight body becomes the Area Plan Commission. <br />Councilmember Dieter asked if Mr. Fozo could clarify for everyone that there is no <br />wiggle room on the number of unrelated people living in a residence. <br />Mr. Don Fozo, CBO, Building Commission, 125 S. Lafayette Blvd., South Bend, <br />Indiana, stated that the Ordinance is quite clear, that two unrelated people per unit. They <br />could go into a group residence. The definition if that was spelled out in the PUD, and he <br />believes at this time it has not been spelled out. <br />Councilmember Dieter asked Mr. Hakanen if group residence was going to be used. <br />Mr. Hakanen stated that it was never the University's intent to stretch or go beyond local <br />ordinance. This doesn't serve the University; they are committed to an on campus <br />residential experience for undergraduates. It is not their desire to see them move in mass <br />into this neighborhood. <br />Mr. Compton stated that in regard to the residential portion of this development. They <br />did three different market studies. Two on the apartments alone and the market study on <br />the apartments supported a niche in the South Bend market exclusive of students for an <br />upper end apartment community demand wise. <br />Councilmember Dieter questioned where the bike path on the far east side will connect? <br />Mr. Compton stated that the goal is to have discussions with the Tech Park and provide a <br />connection with a sidewalk with bike lanes. <br />Councilmember Rouse questioned whether or not this project is a good land use? <br />Mr. Compton stated an important part of the analysis is the redevelopment of the triangle <br />area. This is an excellent start, the plan that was developed and evolved from good land <br />planning. <br />Councilmember Kuspa questioned the difference between full service and limited service <br />hotels? <br />Mr. Compton stated that a full service hotel will include a restaurant and have a higher <br />level of services. Think of a limited service hotel as a residence inn, a little kitchen area, <br />you would stay approximately 3-5 days. At a full service hotel you would only stay one <br />or two nights. <br />Councilmember Rouse made a motion for a five minute recess. Councilmember Kirsits <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br />The meeting resumed at 9:25 p.m. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />Ms. Marguerite Taylor, 714 Corby Blvd., South Bend, Indiana spoke in favor of this bill. <br />Ms. Taylor stated that she is secretary for the Northeast Neighborhood Council and she is <br />a member of the NNRO. She stated that she was born on North Frances Street right off <br />of South Bend Avenue. She stated that she attended Perley School, Jefferson and onto <br />Adams. She has watched her neighborhood go from middleclass where all of the dads <br />worked at Studebaker to drug dealing, rental properties, and a scary place to live. <br />Growing up there were 17 grocery stores, drug stores, soda fountains, drycleaners, shoe <br />repair, restaurants, bars, liquor stores, neighborhood schools. Eventually all these places <br />have either closed or moved out. You can't even go to buy a greeting card or anything <br />for that matter. She was offended by the comments that were made at this afternoon's <br />Zoning & Annexation Committee, that someone said that the educated residents of the <br />20 <br />
