LUECKE, MAYOR OFFICE OF THE MAYOR December 5, 2007 President Timoth y Rouse South Bend Common Council 400 County -City Building South Bend, IN 46601 RE: Ordinance to Increase Teamster Wages and Amend Ordinance No. 9791 -07 Dear President Rouse: On September 24, 2007 the Council fixed 2008 wages for City employees in Ordinance #9791 -07. At that time negotiations with Teamsters Local No. 364 had not concluded. Since the Union had not yet ratified a wage proposal, Ordinance #9791 -07 provided Teamster employees with the same 2% wage increase as other City employees for 2008. On November 28, 2007, the Teamsters Union ratified the wage proposal made by the City which provides a 3% wage increase for Teamsters in 2008, with subsequent 2% raises in 2009 and 2010. Though the process for reaching an agreement extended beyond the normal deadlines, the positive result is a three -year agreement that is within the original parameters which had been discussed by Mayor and Council. Under the authority of Indiana Code 36- 4- 7 -3(c), I propose increasing Teamsters' compensation for 2008 consistent with Article 22 of the Collective Bargaining Agreement between the City and Teamster employees. This 1% increase beyond the Teamster wages approved in Ordinance #9791 -07 can be accommodated within the City's 2008 budget which has been passed by the Council. It is the intent of Teamsters Local No. 364 and the Administration that this wage package be retroactive to the first of the year. I request that this ordinance be effective January 1, 2008. I will present this Ordinance to Council at its Committee meeting and at the Council's public hearing. Mr. Jim Szucs will also be available on behalf of the Teamsters.
