REGULAR MEETING DECEMBER 13, 2010 <br /> <br /> <br /> <br />Board (“ARB”) shall be established for Ignition Park to include an appointment from the <br />South Bend Common Council. Councilmember White seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br /> <br /> <br /> BILL NO. 76-10 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> CREATING AN UNEMPLOYMENT COMPENSATION <br /> INSURANCE FUND (#713) <br /> <br />BILL NO. 77-10 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> CREATING A COMMUNITY AND ECONOMIC <br /> DEVELOPMENT ADMINISTRATION FUND (#211) <br /> <br />BILL NO. 78-10 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> ESTABLISHING THE 2020 SEWAGE WORKS <br /> REVENUE BOND CONSTRUCTION FUND (#658) <br /> <br />Councilmember Varner made a motion to combine Bill Nos. 76-10; 77-10 and 78-10 for <br />purposes of public hearing. Councilmember Oliver Davis seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br /> <br />Councilmember LaFountain, Chairperson, Personnel & Finance Committee reported that <br />this committee held public hearings on Bill Nos. 76-10; 77-10 and 78-10 this afternoon <br />and sends them to the full Council with favorable recommendations. <br /> <br />th <br />Gregg Zientara, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that Fund #713; #211 and #658 are the numbers of the new funds <br />and the City Administration believes that it is in the best interest of the City to establish <br />these funds for better accounting controls that are required by the bond covenants with <br />respect to the bond construction fund which are required by good financial control and <br />accountability in the case of the three Community and Economic Development <br />Administration Fund and in the case of the unemployment compensation insurance fund. <br /> <br />Mayor Luecke brought to the Council attention that there is a scrivener’s error on the <br />Council’s Agenda on Bill No. 78-10 establishing the 2020 Sewage Works Revenue Bond <br />Construction Fund #658 it should be establishing the 2010 Sewage Works Revenue Bond <br />Construction Fund #658. He noted that the bill is correct, it is just on the Agenda. <br /> <br />This being the time heretofore set for the Public Hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to these bills, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning Bill No. 76-10. Councilmember Oliver <br />Davis seconded the motion which carried by a voice vote of nine (9) ayes. <br />Councilmember Oliver Davis made a motion for favorable recommendation to full <br />Council concerning Bill No. 77-10. Councilmember Dieter seconded the motion which <br />carried by a roll call vote of nine (9) ayes. Councilmember Dieter made a motion for <br />favorable recommendation to Council concerning Bill No. 78-10.
