REGULAR MEETING <br />JUNE 2, 1980 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday,, June 2, 1980, by Mr. Joseph E. Kernan in <br />the absence of the Board President, with Mr. Kernan and Mr. Richard <br />L. Hill present. Deputy City Attorney Terry A. Crone was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, <br />the minutes of the regular meeting of May 19, 1980, and the special <br />meeting of May 28, 1980, were approved as submitted. <br />AGENDA ITEMS ADDED <br />Mr. Kernan stated that two items were to be added to the agenda <br />immediately after the bid opening. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, a clarification to the restricted <br />residential parking zones pertaining to visitor permits, and a title <br />sheet for Sample Street improvements were added to the agenda. <br />OPENING OF BIDS - STREET DEPARTMENT SWEEPER <br />This was the date set for receiving bids for a Street Department <br />sweeper. The Clerk tendered proofs of publication of notice in the <br />South Bend Tribune and the Tri- County News which were found to be <br />sufficient. The following bid was opened and publicly read: <br />Ries Equipment Company Bid was signed by Norman G. Dahlmann, <br />2804 Catherwood Drive non- collusion affidavit was in order, <br />.Indianapolis, Indiana and a bid bond in the amount of 10% <br />of the bid was submitted. <br />One Reconditioned 1973 Elgin Hydrostatic <br />Pelican Street Sweeper $23,500.00 <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the bid was referred to the City Engineer and the Street Department <br />for review and recommendation. <br />ESTABLISH POLICY ON VISITOR PERMITS - RESTRICTED RESIDENTIAL PARKING ZONES <br />Mr. Hill explained that the Board has, on recent occasions, approved <br />restricted residential parking zones in the 600 block of North Lafayette, <br />west side only; the 900 block of South Esther; and the 1700 block of <br />Hildreth. He stated that the ordinance by which the zones were created <br />provided for three permits to be issued per household and no stipula- <br />tions were made to cover visitors. He stated that it had been suggested <br />that the three permits be provided to each household whether or not <br />there were three vehicles involved, and the Legal Department had felt <br />this was not the best way to handle the matter. Instead, he was <br />recommending that two additional permits be issued to each household <br />for use by visitors and that these permits be labeled "Visitor" and <br />be used at the discretion of the household. Mr. Hill concluded <br />that the Board may need to look at this situation again in the future <br />if there are any problems with the issuance and use of the visitor <br />permits. Mr. Kernan stated that the visitor permits are available <br />in the Deputy Controller's Office on the 12th floor, and he asked <br />that they be placed in the front windshield in the lower left -hand <br />corner when in use. <br />APPROVAL OF TITLE SHEET — SAMPLE STREET IMPROVEMENTS <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the title sheet covering the Sample Street improvements and widening <br />was approved and signed by the Board. `. <br />
