REGULAR MEETING JUNE 2, 1980 A regular meeting of the Board of Public Works was convened at 9:30 a.m., on Monday,, June 2, 1980, by Mr. Joseph E. Kernan in the absence of the Board President, with Mr. Kernan and Mr. Richard L. Hill present. Deputy City Attorney Terry A. Crone was also present. MINUTES OF PREVIOUS MEETING APPROVED Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, the minutes of the regular meeting of May 19, 1980, and the special meeting of May 28, 1980, were approved as submitted. AGENDA ITEMS ADDED Mr. Kernan stated that two items were to be added to the agenda immediately after the bid opening. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, a clarification to the restricted residential parking zones pertaining to visitor permits, and a title sheet for Sample Street improvements were added to the agenda. OPENING OF BIDS - STREET DEPARTMENT SWEEPER This was the date set for receiving bids for a Street Department sweeper. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. The following bid was opened and publicly read: Ries Equipment Company Bid was signed by Norman G. Dahlmann, 2804 Catherwood Drive non- collusion affidavit was in order, .Indianapolis, Indiana and a bid bond in the amount of 10% of the bid was submitted. One Reconditioned 1973 Elgin Hydrostatic Pelican Street Sweeper $23,500.00 Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the bid was referred to the City Engineer and the Street Department for review and recommendation. ESTABLISH POLICY ON VISITOR PERMITS - RESTRICTED RESIDENTIAL PARKING ZONES Mr. Hill explained that the Board has, on recent occasions, approved restricted residential parking zones in the 600 block of North Lafayette, west side only; the 900 block of South Esther; and the 1700 block of Hildreth. He stated that the ordinance by which the zones were created provided for three permits to be issued per household and no stipula- tions were made to cover visitors. He stated that it had been suggested that the three permits be provided to each household whether or not there were three vehicles involved, and the Legal Department had felt this was not the best way to handle the matter. Instead, he was recommending that two additional permits be issued to each household for use by visitors and that these permits be labeled "Visitor" and be used at the discretion of the household. Mr. Hill concluded that the Board may need to look at this situation again in the future if there are any problems with the issuance and use of the visitor permits. Mr. Kernan stated that the visitor permits are available in the Deputy Controller's Office on the 12th floor, and he asked that they be placed in the front windshield in the lower left -hand corner when in use. APPROVAL OF TITLE SHEET — SAMPLE STREET IMPROVEMENTS Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the title sheet covering the Sample Street improvements and widening was approved and signed by the Board. `.
