<br />Letter from the Mayor
<br />Dear Friends and Neighbors,
<br />As you read this, the City of South Bend is actively preparing for new jobs and
<br />new investment in nanotechnology. Across Sample Street from Police Depart-
<br />ment headquarters, we are clearing land that has a proud tradition of innovation
<br />and manufacturing to make way for a new generation of business startups, proto-
<br />typing and commercialization.
<br />When the former Studebaker Corridor is cleared, the site will be prepared as a
<br />new campus for industries that will commercialize the findings of nanoelectron-
<br />ics research at the Midwest Institute for Nanoelectronics Discovery, or MIND.
<br />The University of Notre Dame was selected this spring to host the fourth, and
<br />probably the final, U.S. nanoelectronics research center. At MIND, researchers
<br />will seek to discover the device that will succeed the semiconductor. And on this
<br />site of our industrial heritage, a new generation of creative companies will invest
<br />in commercializing that research.
<br />The City of South Bend, beyond commitments made with Notre Dame and the
<br />state to secure the Nanoelectronics Research Initiative, will invest tens of mil-
<br />lions of dollars to support nanoelectronics commercialization on a new industrial
<br />campus just southwest of downtown. Officials from firms in the consortium,
<br />which include IBM, Intel and Texas Instruments, said the city's commitment
<br />was key in locating a fourth center in the South Bend area.
<br />This unprecedented opportunity occurs at a time of great challenge. Although the
<br />City faces the loss of $19 million in property tax revenue annually, we will con-
<br />tinue to invest in economic development initiatives to create jobs and increase
<br />our tax base. Property taxes support public safety, parks and other governmental
<br />services. The money we invest for MIND will come from our Airport Tax Incre-
<br />ment Financing district — funds that can only be used for economic development.
<br />As South Bend and other government units address revenue challenges, it is es-
<br />sential that we invest in strengthening our economic base. We need to expand
<br />the wealth of our community and its residents through the high - paying, clean
<br />jobs MIND will create. Initial projections suggest that the potential tax benefits
<br />anticipated from MIND is equal to the city's entire existing tax base.
<br />I am committing to making South Bend the location of choice for commerciali-
<br />zation and manufacturing projects that grow out of the research at MIND. We
<br />will mobilize all sectors of the community to see this happen. For reasons of
<br />efficiency, concentration of expertise and proximity to intellectual property,
<br />some of the world's leading computer chip makers will create new operations on
<br />our new nanoelectronics campus. We will assist them by providing dedicated
<br />space for their future needs as well as for spin -off ventures and other high -tech
<br />firms. We could invest in a prototyping facility to lease to emerging entrepre-
<br />neurs and innovative companies.
<br />And this new South Bend, the center for nanoelectronics innovation, will simply
<br />expand your mind.
