SPECIAL MEETING <br />FEBRUARY 5, 2007 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in <br />the Council Chambers of the County-City Building on Monday, February 5, 2007 at 6:30 <br />p.m. The meeting was called to order by Council President Timothy A. CITY CLERK READING OF SECTION 2-3.1 OF THE SOUTH BEND <br />MUNICIPAL CODE <br />John Voorde, City Clerk advised that the Mayor is required to address the Council each <br />year and provide an overview of the City's fmances and the general condition of the City <br />in this address, pursuant to the provisions of the South Bend Municipal Code §2-3.1. <br />B. MAYOR'S ANNUAL ADDRESS TO THE CITY COUNCIL, PURSUANT TO <br />SECTION 2-3.1 OF THE SOUTH BEND MUNICIPAL CODE <br />From 6:35 p.m. to 7:50 p.m., Mayor Stephen J. Luecke presented to the Council the <br />annual State of the City Address.
