REGULAR MEETING <br />JANUARY 22, 2007 <br />BILL NO. 7-07 FIRST READING ON A BILL AMENDING THE <br />2007 SALARY ORDINANCE FIXING <br />MAXIMUM SALARIES AND WAGES OF <br />APPOINTED OFFICERS AND NON- <br />BARGAINING EMPLOYEES OF THE CITY OF <br />SOUTH BEND, INDIANA, FOR THE <br />CALENDAR YEAR 2007 <br />This bill had first reading. Councilmember Puzzello made a motion to refer this bill to <br />the Personnel & Finance Committee and set it for Public Hearing and Third Reading on <br />February 12, 2007. Councilmember Dieter seconded the motion which carried by a voice <br />vote of nine (9) ayes. <br />BILL NO. 8-07 FIRST READING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA APPROPRIATING $42,000 <br />FROM FUND 212, THE COMMi.JNITY & <br />ECONOMIC DEVELOPMENT FUND, FOR <br />CONSULTANT SERVICES IN THE <br />DEPARTMENT OF COMMUNITY & <br />ECONOMIC DEVELOPMENT <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the <br />Community & Economic Development Committee and set it for Public Hearing and <br />Third Reading on February 12, 2007. Councilmember Dieter seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />UNFINISHED BUSINESS <br />Councilmember Puzzello commending Dennis Andres and the Morris Performing Arts <br />Center on once again being ranked by Pollstar in the top 100 Theater Venues Worldwide. <br />The Morris jumped to #38 for 2006 up from their 2005 ranking of #46. She noted that <br />South Bend's favorite performance venue shines in stellar company, alongside Radio <br />City Music Hall and the Coliseum at Caesars Palace, and topping Rosemont Theatre and <br />Fox Theatre in Detroit, according to the January 15, 2007, special edition of Pollstar. <br />NFW RTT4TNF44 <br />PRIVILEGE OF THE FLOOR <br />COMMENTS BY MR. JAMES MASTERS CONCERNING RESIDENTIAL PARKING <br />AND VACANT BUILDINGS <br />Mr. James A. Masters, 211 W. Washington Street, South Bend, Indiana, spoke regarding <br />residential yard parking. Mr. Masters thanked Council President Rouse for contacting <br />him and informing him that some action is being taken on the Ordinance prohibiting <br />parking on yards. This issue has become personal because of the many houses across the <br />street from his that have cars parked in the front yard. But it is just not in his area of the <br />5~` District. This problem occurs in every district of the City of South Bend and should <br />be an embarrassment to all of us. It has been fifteen (15) months since the Council has <br />been considering this ordinance and it is time to move on this ordinance. He offered to <br />help the Council do whatever it takes to get the ordinance passed. Mr. Master stated that <br />he is here tonight on another item. When he travels around the City, he takes note of <br />properties and areas that have deteriorated and continue to deteriorate and they become a <br />blight. There seems to be no apparent effort on the part of the City Administration to do <br />anything. One such property sits right at the gateway to downtown at the corner of <br />Western and Walnut. The southeast corner right at the viaduct, it used to be a clinic, a <br />daycare. Go by there, the windows are all broken out; some boarded up, on the second <br />floor jagged glass is hanging out. An obscenity is painted on the outside of the building. <br />Do you know that it has been like this for a year! His wife drives by it everyday, he <br />drives by it once a week, and he wonders if he sees this, doesn't anybody else see this? <br />47 <br />
