Ir,~tr~jcticzr~s to ApF~lic:ants <br />The South Bend Redevelopment Commission ("Commission") invites proposals for the <br />purchase and development of certain real property described as Ignition Park Development <br />Parcels located within the Ignition Park Development Site, in the SE Quadrant of Prairie <br />Avenue and Sample Street, within the Airport Economic Development Area, South Bend, <br />Indiana. The boundaries of the Ignition Park Development Site are the same as the <br />boundaries outlined in the Ignition Park PUD Zoning Ordinance (included as a separate <br />document together with this packet). <br />Ignition Park is intended to be a launching pad fortechnological innovation. Ignition Park, in <br />combination with Innovation Park, creates atwo-site, single, State Certified Technology <br />Park within the City of South Bend. It is anticipated that development within Ignition Park <br />may include, but not be limited to: research and development facilities, education, office, <br />prototyping facilities, and support uses. <br />The land uses to be contained within Ignition Park shall be those set forth for each <br />category identified in the Master Plan filed with the PUD Zoning Ordinance. It is <br />acknowledged that the Master Plan filed with the PUD Zoning Ordinance for Ignition <br />Park recommends general land uses for real estate within the Ignition Park <br />development site. <br />The Master Plan vision for Ignition Park is to provide for acampus-like setting within the <br />single multi-use PUD District. The primary objective of this PUD District is to encourage <br />development which achieves a high degree of: (i) excellence in overall site design, (ii) <br />integration of individual parcel site design within the overall development, and (iii) <br />innovation, creativity and quality in building design. The PUD District provides flexibility <br />and procedural economy by permitting a broad range of high-tech industrial land uses <br />and related support uses in a single district, while maintaining adequate land use <br />controls to protect adjoining properties. <br />The Proposal Documents provide Applicants with essential information regarding the <br />Disposition process and the Project Site. Each Applicant should read this information <br />thoroughly before submitting a proposal to the Commission. The Proposal Forms are <br />required as part of any proposal submitted for the purchase of Commission owned land. All <br />Forms must be complete. The Commission may reject any proposal submitted with <br />incomplete or missing information. <br />Evaluation Criteria <br />The Commission may use the following criteria to guide its review and acceptance or denial <br />of a proposal: <br />The degree to which the Applicant's proposal meets the objectives of the Master <br />Plan filed with the PUD Zoning Ordinance, as well as the Development Plan for the <br />Airport Economic Development Area prepared by the Department of <br />2 <br />
