GIBNEY <br />FXECUTNE DmECTOR <br />.- (�'m ��) - � �- - �6 - <br />December 6, 2010 <br />Derek Dieter <br />President <br />South Bend Common Council <br />400 County -City Building <br />South Bend, Indiana 46601 <br />Dear President Dieter: <br />The attached ordinance for Council consideration will appropriate $276,780 in renewal <br />funding under the Shelter Plus Care Program (SPC) in three separate renewal grants as <br />follows: <br />IN0087C511000901 $ 92,820 Sept.8, 2010- Sept.7, 2011 for 13 units <br />IN0009C5H000802 $141,120 August 1, 2010 -July 31, 2011 forl8units <br />IN00I 005H000802 $ 42,840 August 29, 2010 - August 28,2011 for 6 units <br />The City serves as a fiscal agent and recipient of funds for the eligible agency as <br />determined by HUD, to be the recipient of the SPC dollars. The funding allocated <br />provides support for sponsor based rental assistance for housing severely mentally ill <br />clients. These grants historically have been awarded to Madison Center. Earlier this year <br />an ordinance for a Madison Center appropriation was submitted and then pulled based on <br />the changes occurring at Madison Center. <br />Since then, Madison Center has relinquished their status as the Community Health Center <br />for St. Joseph County, Indiana and, has submitted written notification to HUD they can <br />no longer continue as the sponsoring agency for SPC. The new Community Health <br />Center designation is with Oaklawn Psychiatric Center who has submitted written <br />notification of their willingness to be the SPC grant sponsor. Correspondence with HUD <br />indicates the submission of these letters is sufficient to do the transfer of sponsorship and <br />fiends.
