What <br />Mr. Inks mentioned is very important. The <br />feasibility study and business plan will allow <br />us to be proactive rather than reactive. If we <br />come to realize that we are not “this” or <br />“this” in South Bend, but maybe we are <br />“this.” If we are, then let’s target that type of <br />business, figure out what we have to provide <br />and then go after them. She believes that is <br />the best scenario. That’s where she would <br />like to be by the end of 2011. <br /> <br />Ms. King is anxious to see a business plan. <br />Ms. Hathaway said she wants to find an <br />author for the business plan who is highly <br />respected. She would like an author who <br />would be very blunt. We don’t need a <br />strategic plan that is a cheerleader. We don’t <br />need to be told that we can build out eighty <br />acres in three years. She wants a plan that <br />admits this will be hard, but lays out ways to <br />make it easier. <br /> <br />Mr. Downes asked who is doing the business <br />asset inventory and what is the timeline for <br />that. Ms. Hathaway responded that George <br />Spohrer and Karl King are doing the business <br />asset inventory as volunteers and she expects <br />that will be completed by the end of the first <br />quarter 2011. <br /> <br />Mr. Varner stated that he hopes we don’t turn <br />away offers based on a plan that is too <br />restrictive. South Bend needs productive <br />land that is paying taxes. Let’s plan for <br />accommodating people who have needs, <br />rather than plan for a certain circumstance <br /> 23 <br /> <br />
