PARENT, Mayor <br />COUNTY -CITY BUILDING SOUTH SEND, INDIANA 46WI <br />October 7, 1987 <br />Members of the Common Council Area 219 281.032+ <br />Council Chambers <br />4th Floor, County -City Building <br />South Bend, Indiana 46641 <br />Dear Council Members: <br />I aim introducing the attached ordinance for your consideraton <br />which represents many months of prior discussion and research. <br />This ordinance would establish a procedure to address equal <br />Opportunity for minorities and women with regard to employment and <br />bidding for.City contracts. <br />" The City Attorney's office has prepared a three -page <br />summary" of the proposed ordinance which is attached. It <br />addresses a brief sketch of relevant background information, <br />protections, and proposed procedures which will assist you in <br />seeing the need for such an ordinance. <br />JOHN VOORDE The Mayor's Minority Affairs Council has been very <br />At Large instrumental in the development of this ordinance, and will be <br />CATHLEENCrzey I- FARRAND providing additional data for the Council to consider when <br />Council Attorney p g <br />reviewing it. <br />I believe that this ordinance addresses an important need for <br />our City, that is, to insure equality of opportunity both in the <br />City's employment and contracting actions. This is not an <br />ordinance which seeks to maintain equal representation of <br />minorities and women throughout the City work force or throughout <br />City contracting. Rather, 'it is an effort to remedy in a <br />carefully limited way past significant under- representation of <br />minorities and warren in certain areas of City business. <br />I will be reco€rmending that it be sent to the Human Resources <br />and Economic Development Coarmittee for a complete and thorough <br />review.
