Scout <br />Less Trade <br />Net <br />JANUARY 29, 1979 <br />Bid was signed by M. A. Grady, <br />non - collusion affidavit was in <br />order and a 10% bid bond was <br />submitted. <br />9600.00 <br />700.00 <br />8900.00 <br />9300.00 <br />700.00 <br />8600.00 <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and <br />carried, the bids were referred to the Street Department for <br />review and recommendation. <br />HEARING ON DENIAL OF TAXICAB LICENSE - NORMA JEAN MARSHALL <br />Norma Jean Marshall requested a public hearing before the Board <br />on the denial of her application for a taxicab license. Miss <br />Marshall was present as was Attorney Edward Lark. Mr. Lark <br />asked the Board the reason for the denial. Peter H. Mullen, City <br />Controller, noted that the Police Department reviewed the <br />application and recommended denial based on the fact that the <br />applicant was out on bond on a prostitution charge as the result <br />of an arrest on 12/16 -78 and it was felt, until the case was <br />disposed of, the application should be denied. Mr. Mullen said <br />he concurred with the Police Department recommendation and so <br />advised the Board of Public Works. The Board denied the license. <br />Mr. Lark stated that the case was disposed of and there was a <br />finding of guilty. He asked the Board what action could now be <br />taken. The Board advised Mr. Lark that the application could be <br />refiled and the Board would consider all the facts. The fact <br />that there was a finding of guilty means that the matter will be <br />given very serious consideration by the Board. Mr. Lark stated that <br />the offense was a misdemeanor and not a felony. Mr. Brunner noted <br />that the Board was aware of that. Mr. Lark asked what procedure <br />would be followed if the application is resubmitted. Mr. Brunner <br />said the application would be reviewed and handled in the same <br />manner as the first application. Mr. Lark asked if a statement <br />from him attached to the new application would be helpful. Mr. <br />Brunner said any mitigating information should be submitted with the <br />new application and it would be reviewed by the Board. <br />BID AWARDED - CLOSED CIRCUIT TELEVISION EQUIPMENT <br />Police Chief Michael Borkowski submitted to the Board his report <br />on the review of bids received for Closed Circuit Television <br />Equipment for the Police Department. It was recommended that the <br />low and only bid of Powell Tool Supply Company be accepted as <br />follows: <br />A. Closed Circuit Television Phase III Equipment <br />Grant 77C- E05 -10 -165 - Net Bid - $4,404.07 <br />B. Mini Closed Circuit Evidentiary Systems <br />Grant 77C- E05 -01 -166 - Net Bid - $1,421.34 <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and <br />carried, the recommendation was approved and the bid accepted. <br />n <br />
