E <br />SPECIAL MEETING JULY 5, 1978 <br />A special meeting of the Board of Public Works was convened at <br />9:30 a.m. on Wednesday, July 5, 1978 by Chairman Pro -Tem Peter H. <br />Mullen, in the absence of President Patrick M. McMahon, with Mr. <br />Mullen and Mr. Brunner present. Mayor Peter J. Nemeth was also <br />present. <br />APPROVAL OF RECOMMENDATION TO REMOVE PARKING METERS <br />"fr. Mullen read the following recommendation: <br />"To: Board of Public Works <br />From: Bureau of Traffic and Lighting <br />Re: Parking Meter /Time Zones <br />In compliance with the City's current policy on proposed <br />downtown South Bend parking regualtions, this Bureau, as <br />directed, presents the following: <br />A. Removal from operation of all 12 minute, 1 hour and <br />2 hour parking meters from the streets of the City <br />of South Bend. <br />B. Installation of: <br />No Parking <br />No Regulations <br />15 1.14nute Limit' <br />30 Minute Limit* <br />1 hour limit',, <br />2 hour limit* <br />'All limited time zone parking to be in effect from: <br />Monday - 8 AM to 9 PM. Tuesday through Saturday, <br />8 AM to 6 PM. The area being roughly bounded by <br />Marion Street, Tavlor Street, Bronson and Michigan <br />Street /St. Joseph"Streelt, more specifically indicated <br />by the attached map. <br />The goal of the "Meterless Parking System" is to provide <br />controlled turnover and free use of on- street parking spaces. <br />This will be accomplished through the use of: <br />A. One or more 15 minute zones per side of street per block <br />for the use of citizens requiring a short duration parking <br />space. <br />B. A 30 minute zone surrounding the "governmental block" <br />(Main, Jefferson, Lafayette and Washington) to enhance <br />the convenience of citizen /governmental related business. <br />C. 1 hour zones in the area roughly bounded by St. Joseph, <br />Western, Lafayette and LaSalle, where business transactions <br />would require a medium duration parking space. <br />D. 2 hour zones outside of the core Central Business District <br />area, where long duration parking spaces would provide <br />convenient access (with free parking) to the Central <br />Business District. <br />
