124 <br />REGULAR MEETING MAY 22, 1978 <br />said the Board would have liked to be contacted prior to the neighbor- <br />hood meetings so the type of installation could be explained. He <br />said he felt most people would approve if they knew how the signals <br />will work. He noted that he has spoken to some residents and they <br />are satisfied when they are given an explanation on the operation <br />of the signals. Mr. Brunner said the Board is concerned with the <br />safety of pedestrians and motorists and will work with the Councilmen <br />and the neighborhood associations to clear up any lingering questions. <br />He said the Board is not insensitive to the concerns of the neighborhood. <br />Mr. Mullen asked if the signals can be modified if the residents are <br />not satisfied with the installation. Mr. McMahon said the City always <br />has the ability to modify the installation. Mr. Brunner pointed out <br />that the Board would keep a close watch on the intersection and the <br />signals. Mr. McMahon noted that there is a crossing guard at the <br />intersection and, during normal hours, the signal will cycle to allow <br />for green on North Shore and Walk signals. Upon motion made by Mr. <br />McMahon, seconded by Mr. Mullen and carried, the letter was ordered <br />filed. <br />BLOCK PARTY APPROVED <br />The Board received a request from Mrs. Charles Ekstrand to hold a <br />Block Party on 27th Street, between Wall and Hastings Street, on <br />Friday, June 2 from 4:00 p.m. until midmight. The Bureau of Traffic <br />and Lighting reviewed the request with the Police Department and <br />recommends approval. Upon motion made by Mr. McMahon, seconded by <br />Mr. Mullen and carried, the request was approved. <br />LETTER OF AGREEMENT RE: DEDICATION OF RIGHT -OF -WAY AT IRONWOOD AND <br />INWOOD ROAD FILED <br />The following letter was received: <br />Re: Proposed Garden Apartments <br />to be located on a 75 acre <br />tract north of Ireland Road <br />East of Ironwood Road and South <br />of Inwood Road. <br />The undersigned hereby agrees that as and when it obtains <br />title to the portions of the subject property adjacent to <br />Ireland Road and Inwood Road it will dedicate for the benefit <br />of the City of South Bend additional land as required to <br />increase the right -of -way widths along the site's frontage <br />as follows: <br />1. The proposed north right -of -way line for <br />Ireland Road shall be forty (40) feet north <br />of and parallel to the center line of Ireland Road. <br />2. The proposed south right -of -way line for Inwood <br />Road shall be forty (40) feet south of and parallel <br />to the centerline of Inwood Road. <br />s/ Edward Ravitz <br />EDWARD ROSE OF INDIANA <br />CLOSING OF WASHINGTON STREET APPROVED FOR MEMORIAL PROGRAM <br />The St. Joseph County Memorial Day Society requested permission to <br />block Washington Street, from Main to Lafayette, on Monday, May 29 <br />from 1:45 p.m. to 2:30 p.m. for a ceremony at the Court House <br />monument. The Bureau of Traffic and Lighting reviewed the request <br />and recommended approval, noting that entry to the American National <br />Bank'Parking Garage will be controlled by the police officer on duty. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the street closing was approved. <br />[1 <br />
