23 <br />REGULAR MEETING <br />FEBRUARY 13. 1978 <br />A regular meeting of the Board of Public Works was convened at 9:30 a.m. <br />on Monday, February 13, 1978 by President Patrick M. McMahon, with Mr. <br />McMahon, Mr. Brunner and Mr. Mullen present. Deputy City Attorney Terry <br />Crone was also present. <br />ADDITION OF AGENDA ITEMS <br />Mr. McMahon noted that two items were received after the posting of the <br />meeting agenda. He made a motion that a request of Transpo regarding parking <br />on certain streets and the matter of a Scrap Yard License at 1147 Prairie <br />Avenue be added to the agenda. Mr. Brunner seconded the motion and it carried. <br />APPROVAL OF MINUTES <br />Mr. Brunner reported that the minutes of the February 6, 1978 meeting had been <br />reviewed and he made a motion that the minutes be approved. Mr. Mullen seconded <br />the motion and it carried. <br />TRANSPO REQUEST APPROVED <br />Mr. McMahon read a request from Transpo to temporarily restrict parking to one <br />side of the street on the following bus routes, because of heavy snow accumulation <br />which prevents buses from using the streets: <br />1. Vassar Street, between College and O'Brien <br />2. Inglewood, between Oakwood and Lathrop <br />3. Ridgedale Road, between Miami and High <br />4. Linden, between Birdsell and Olive <br />5. Corby, between Hill and Eddy <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the <br />Board approved the request, with the stipulation that the Bureau of Traffic <br />and Lighting is to determine on which side of each street parking should be <br />restricted and to order appropriate signs posted. <br />SCRAP YARD LICENSE APPROVED - 1147 PRAIRIE AVENUE <br />An application of Albert G. Mickelson for a scrap dealer's license at 1147 <br />Prairie Avenue was tabled by the Board while various City departments <br />reviewed the application. The consent petition signed by two- thirds of the <br />abutting property owners was reviewed and certified by the Department of <br />Engineering. The application was approved by the Fire Department, based on <br />receipt of a letter from Inland Distributing Company giving Mr. Mickelson <br />permission to use two existing fire hydrants on their property to provide for <br />adequate fire protection for the area. Mr. Brunner noted that a hearing was <br />set on the consent decree signed by Mr. Mickelson in which he agreed to vacate <br />the property at 816 Phillipa Street by January 16, 1978. Judge Montgomery gave <br />Mr. Nickelson a one week continuation to allow him to get the matter of fire <br />protection at 1147 Prairie Avenue resolved so that he could begin removing <br />items from the Phillipa Street property. Mr. Brunner said it is hoped that the <br />Judge will now require 111r. Mickelson to immediately vacate the property at <br />816 S. Phillipa in compliance with the consent decree. Mr. McMahon made a motion <br />to approve the application of Albert G. Mickelson for a scrap dealer's license <br />at 1147 Prairie Avenue and direct the City Controller's Office to issue the <br />necessary license upon payment of the fee required. Mr. Brunner seconded the <br />motion and it carried. <br />PUBLIC HEARING ON VACATION RESOLUTION NO. 3453 - RESOLUTION CONFIRMED <br />This being the date set, hearing was held on Vacation Resolution No. 3453 <br />for the vacation of the first east -west alley between Calvert and Delaware <br />Street, running west from the west right -of -way line of Carlisle Street to <br />the east right -of -way line of Phillipa Street, not including the intersection <br />with the north -south alley, all located within Highland Park 2nd Addition. <br />
