REGULAR MEETING <br />MARCH 24. 1980 <br />It was noted that an objection to the proposed vacation had been <br />received by the Board from Mr. Howard Harris, and Mr. McMahon <br />stated that Mr. Harris would be given an opportunity to speak on <br />the matter at the public hearing on the Resolution. Therefore, <br />upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the Board filed the reports, adopted the above Resolution <br />and set a public hearing on the Resolution for April 14, 1980. <br />APPROVE CONTRACT WITH MENTAL HEALTH CENTER (RAPE CRISIS INTERVENTION <br />The Board received a contract allowing second year funding for the <br />Rape Crisis Intervention Project in the amount of $14,777.78 from <br />state and federal funds, with the amount of $777.78 from city funds, <br />totaling $15,555.56. The program would be administered by the <br />Mental Health Center at a cost of $1,296.30 per month. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />the contract for second -year funding was approved. <br />BID AWARDED - COPYING MACHINE (CE <br />The Board received a recommendation from Mr. Kernan for the lease <br />of the Savin Systems 600 Copier- Duplicator on a monthly basis of <br />$307.00 with an excess meter charge over 9,000 copies of $.019 per <br />copy. Mr. Kernan also recommended that the contract stipulate <br />that the city retains the right to cancel the contract at any <br />time because of lack of performance as it concerns the machine <br />or the service. He stated that delivery is critical and a date <br />of 30 to 45 days hence for delivery of the machine should be <br />specified. It was indicated that Savin was the low bidder for <br />monthly rental of the machine. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Hill and carried, the bid was awarded as recommended. <br />BIDS AWARDED - STREET DEPARTMENT CHASSIS <br />The Board received a recommendation from John Baumgartner, Manager <br />of the Bureau of Streets, for purchase of four small single -axle <br />truck chassis with diesel engines from the low bidder, Shamrock <br />Ford Trucks, in the amount of $52,461.20. Upon a motion made by <br />Mr. McMahon, seconded by Mr. Kernan and carried, the bid was <br />awarded as recommended. <br />The Board received a recommendation from John Baumgartner, Manager <br />of the Bureau of Streets, for purchase of six single -axle chassis <br />with diesel engines from Michiana Mack, Inc., in the amount of <br />$155,068.00. Mr. McMahon stated that Michiana Mack was not the <br />low bidder; however, Western International Trucks, which had bid <br />$152,444, is on strike and delivery guarantees were a function of <br />the end of the strike. A 30 day time period which had been extended <br />to International for the purpose of ending the strike and firmly <br />establishing a guaranteed delivery date had lapsed. He also stated <br />that Shamrock Ford, the lowest bidder in the amount of $145,580, <br />had provided equipment that was not consistent with the Street <br />Department's requirements. Michiana Mack was the only bidder <br />responsive to the specifications who could guarantee delivery of <br />these vehicles. Upon a motion made by Mr. McMahon, seconded by <br />Mr. Kernan and carried, the bid was awarded as recommended to <br />Michiana Mack based on the fact that it was the best bid responsive <br />to the specifications. <br />APPROVE NEGOTIATION FOR METAL FABRICATIONS WORK (FIRST BANK CENTE <br />Mr. McMahon requested permission for SollittConstruct . on to <br />negotiate with contractors for completion of the metal fabrica- <br />tion work on the First Bank Center Project. He stated that the <br />Board has previously advertised for bids and, at both times, the <br />bids submitted far exceed the project budget for this item. He <br />stated that the Engineering Office would participate in the nego- <br />tiations of this work and, upon completion of the negotiations and <br />prior to execution of a contract, the Board would be informed of <br />the specifics as they relate to the contract. Upon a motion made <br />by Mr. McMahon, seconded by Mr. Hill and carried, approval was <br />given for the negotiation of metal fabrication work at First <br />Bank Center. <br />
