16'7 REGULAR MEETING AUGUST 20. 1979 A regular meeting of the Board of Public Works was convened at 9:30 a.m, on Monday, August 20, 1979 by President Patrick M. McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present. Deputy City Attorney Terry A. Crone was also present. REVIEW OF MINUTES Mr. Mullen reported that the minutes of the August 13 meeting had been reviewed and he made a motion that they be approved. Mr. McMahon seconded the motion and it carried. APPLICATIONS APPROVED - WORLD C014 UNITY OF ISLAM Deputy City Attorney Terry A. Crone reported to the Board that he had reviewed the application of the World Community of Islam in the West to conduct a fund raising activity and a demonstration and distribution of literature on River Bend Plaza on Saturday, September 1 from 11:00 a.m. to 2:00 p.m. Mr. Crone noted the organization does not ,need a permit from the Charitable Solicitations Commission as they are a religious group but they are required to follow the Board guidelines for registering those who are participating in the fund raising. In addition, Mr. Crone suggested that the Board request cooperation of the organization to see that there is no litter problem caused by the distribution of literature. Upon motion made by Mr. Brunner, seconded by Mr. Mullen and carried, the applications were approved subject to the recommendations of Mr. Crone. OPENING OF BIDS -SHEET PILING AND BEARING PILING, FIRST BANK CENTER This was the date set for receiving bids for sheet piling and bearing piling for the First Bank Center project. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. The following bids were opened and publicly read: Mohawk Pile Driving Co., Inc. Geneseo, Illinois The company submitted a letter proposal not on a bid form and without the required certified check. Deputy City Attorney Terry A. Crone advised the Board that the bid should be rejected. Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, the bid was rejected. Thatcher Engineering Company Bid was signed by Fred Schmednecht, Gary, Indiana non- collusion affidavit was in order and a 5% bid bond was submitted. Bid - Sheet Piling Only - $98,200.00 Bearing Piling Only $97,640.00 Combined Price for Both Contracts - $185,930.00 Rieth Riley Construction Co. Bid was signed by Carl F. Ingwalson, South Bend, Indiana non - collusion affidavit was in order and a 5% bid bond was submitted. Bid - Bearing Piling Only - $166,000.00 Anderco, Inc. - Declined to bid
