16'7 <br />REGULAR MEETING <br />AUGUST 20. 1979 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, August 20, 1979 by President Patrick M. <br />McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present. <br />Deputy City Attorney Terry A. Crone was also present. <br />REVIEW OF MINUTES <br />Mr. Mullen reported that the minutes of the August 13 meeting had <br />been reviewed and he made a motion that they be approved. Mr. <br />McMahon seconded the motion and it carried. <br />APPLICATIONS APPROVED - WORLD C014 UNITY OF ISLAM <br />Deputy City Attorney Terry A. Crone reported to the Board that he <br />had reviewed the application of the World Community of Islam in the <br />West to conduct a fund raising activity and a demonstration and <br />distribution of literature on River Bend Plaza on Saturday, <br />September 1 from 11:00 a.m. to 2:00 p.m. Mr. Crone noted the <br />organization does not ,need a permit from the Charitable Solicitations <br />Commission as they are a religious group but they are required to <br />follow the Board guidelines for registering those who are participating <br />in the fund raising. In addition, Mr. Crone suggested that the <br />Board request cooperation of the organization to see that there is no <br />litter problem caused by the distribution of literature. Upon motion <br />made by Mr. Brunner, seconded by Mr. Mullen and carried, the <br />applications were approved subject to the recommendations of <br />Mr. Crone. <br />OPENING OF BIDS -SHEET PILING AND BEARING PILING, FIRST BANK CENTER <br />This was the date set for receiving bids for sheet piling and <br />bearing piling for the First Bank Center project. The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and the <br />Tri- County News which were found to be sufficient. The following <br />bids were opened and publicly read: <br />Mohawk Pile Driving Co., Inc. <br />Geneseo, Illinois <br />The company submitted a letter proposal not on a bid form and <br />without the required certified check. Deputy City Attorney <br />Terry A. Crone advised the Board that the bid should be rejected. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the bid was rejected. <br />Thatcher Engineering Company Bid was signed by Fred Schmednecht, <br />Gary, Indiana non- collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid - Sheet Piling Only - $98,200.00 <br />Bearing Piling Only $97,640.00 <br />Combined Price for Both Contracts - $185,930.00 <br />Rieth Riley Construction Co. Bid was signed by Carl F. Ingwalson, <br />South Bend, Indiana non - collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid - Bearing Piling Only - $166,000.00 <br />Anderco, Inc. - Declined to bid <br />
