December 319 1956 <br />A regular meeting of the Board of Public Safety was held on Monday, December 31, 1956 <br />at 10 :00 A.M. All members were present. Minutes of the previous regular meeting were <br />read and approved. <br />Applications for the Fire Department were examinaed and placed on file for Edward Joseph <br />Bishop. <br />Applications for the Police Auxiliary School Patrol were examined and placed on file <br />for Grace Irene Morton. <br />The monthly report for December, 1956 of the Police Department was accepted and placed <br />on file. <br />Upon recommendation by the Chief of Police the Board hereby approves the following pro- <br />motions in the Police Department of the -City of South Bend, Indiana: <br />- -Captain John Porte from Captain to Inspector <br />- captain Clem Hazinski from Captain to Inspector <br />-Lieutenant Andrew Orban from Lieutenant to Captain <br />Lieutenant John Klaybor from Lieutenant to Captain <br />Patrolman John Kolber from Patrolman to Corporal <br />Patrolman Carl Shaffer from Patrolman to Corporal <br />-Patrolman Louis Minnes from Patrolman to Corporal <br />-- "Patrolman James Hertel from Patrolman to Corporal <br />"Patrolman Louis Horvath from Patrolman to Sergeant <br />- Patrolman Don Brown from Patrolman to Sergeant <br />These promotions will become effective as of January 1, 1957. <br />Also the following recommendation by the Fire Chief of promotions in the Fire Department <br />e approved by the Board. To become effective as of January 1, 1957. <br />Patrolman Ray Bikowski from Patrolman to Lieutenant in the :, .... <br />Alarm Station <br />Private Stephen Horvath from Private to Lieutenant in charge <br />of Junior Fire Training <br />Fireman Harry Moskwinski from Fireman to Lieutenant <br />Lieutenant Harry Lodyga from Lieutenant to Captain <br />Private Edward Hosinski from Private to Lieutenant <br />The Chief of the Fire Department appeared before the Board and requests that the Board <br />adopt the following ruling upon his recommendation: <br />Beginning December 28, 1956 all units shown below shall log all 10 -71s <br />(Other than those which cover Fire Duty) as follows: <br />Date and Time of 10 -7 Reason for 10 -7 Time of 10 -8 on 10 -7 <br />This applies to units of Chief, Assistant Chiefs, Battallion Chiefs, <br />Instructors, and Mechanics. <br />A report to date shall be forwarded to the office of the Chief on the <br />first of each month. <br />also, that if any Fire Department member is seen, or reported and proved to be drinking <br />any intoxicant while on duty, and in uniform, he shall immediately be suspended. If such <br />a condition is Shown to exist, the office or officer -in- charge shall take immediate steps <br />.or suspension of the offender. If said officer or officer -in charge shall not follow <br />;his procedure, he in turn shall be suspended. <br />A letter was received from John F. Ranschaert petitioning the Board of Works and Safety <br />or reinstatement to the South Bend Police Department. Letter placed on file and no action <br />as taken. <br />There being no further business to come before the Board t e meeting was adjourned at <br />0:30 A.M.
