1 , <br />HEALTH AND PUBLIC SAFETY <br />The October 11, 2010 meeting of the Health and Public Safety Committee of the South Bend <br />Common Council was called to order by its Vice-Chairperson Council Member Ann Puzzello at <br />4:35 p.m. in the Informal Meeting Room, 4th Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana <br />Persons in attendance included: <br />Committee Members: Henry Davis, Tim Rouse, Ann Puzzello, <br />Citizen Member Valerie Schey <br />Other Council Members Present: Tom LaFountain, David Varner, AI "Buddy" Kirsits <br />Others Present: Tom Price, Gary Gilot, James Turnwald, Jeff Gibney, Howard Buchanon, <br />Dennis Andres, John Murphy, Mayor Stephen Luecke, Gregg Zientara <br />Agenda: Bill No. 10-54 - St. Joseph County Multi-Hazard Mitigation Plan <br />In Chairperson White's absence, Vice-Chairperson Councilmember Ann Puzzello conducted the <br />hearing. Councilmember Puzzello noted a quorum present before introducing Gary Gilot, <br />Director of Public Works and James Turnwald from MACOG. Gary explained the City needed a <br />disaster mitigation plan approved by the Federal Emergency Management Agency to be eligible <br />for future mitigation projects through (FEMA.) The plan itself was a collaborative effort of all local <br />units of government in St. Joseph County. Seen as a necessary, albeit perfunctory step the bill is <br />sent to full Council favorably on a motion by Tim Rouse, a second by Citizen Member Valerie <br />Schey and support from all. <br />Miscellaneous matters: Councilmember Henry Davis raised a possible quality of life issue <br />regarding train whistles in residential areas at night. Gary Gilot promised to look into the probity <br />of sound barriers. Councilmember Henry Davis also registered a complaint from a North Johnson <br />resident who complained of a raised sidewalk hazard due to tree roots. Gary said if he was <br />provided an address he would look into the problem. <br />There being no further business to come before the Committee at this time, Vice-Chairperson <br />Ann Puzzello adjourned the meeting at 4:45 p.m. <br />Respectfully Submitted, <br />Ann Puzzello, Vice-Chairperson <br />Health and Public Safety Committee <br />
