Recommendation: <br />Based on information available prior to the public hearing, the staff recommends the petition be <br />sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The South Bend Comprehensive Plan, City Plan, identifies the establishment of research park as <br />one of the action steps under Strategy # 1.
