October 3, 1955 <br />A regular meeting of the Board of Public Safety was held Monday, <br />ctober 3, 1955s at 10 :00 A. M. All members were present. Minutes of the <br />revious meeting were read and approved. Co. <br />14.72 <br />IRE DEPARTMENT: <br />First appeared before. the Board Fire Chief,'R.'J.-Duck, bringing to the <br />ttention of the Board,his department's need for three new shut - off nozzles. <br />he Board approved the purchase and directed the Clerk to proceed accordingly. <br />OLICE DEPARTMENT: <br />Next appeared before the Board Patrolman Erwin F. Kowalski, and his <br />attorney, Arthur A. May, in compliance with notice served on this police <br />officer to appear, for the purpose of answering to the charge of violation <br />of regulations; specifically Rule No. 12. <br />Attorney Arthur A. May requested a bill of particulars, setting forth <br />etails of the violation, on the grounds that specific charges must be <br />laced on record, and in writing and further requesting that notice be <br />ancelled and set aside. <br />The request that notice be cancelled and set aside was refused by <br />he Board and request for a bill of particulars was granted, said bill of <br />articulars to be furnished to the attorney for Patrolman Kowalski within <br />ne week. <br />Chief of Police, Richard J'. Gillen, being present, brought to the <br />oardts attention his department's need for one police servi -car motor - <br />ycle. Funds being available and having been appropriated for the pur- <br />hase of a new three -wheel motorcycle, the Board authorized the Clerk to <br />roceed with the required advertising for bids. <br />Upon the recommendation of Chief of Police, R. J. Gillen, the <br />oard next appointed Arthur T. Fisher, employee or the American District <br />elegraph Co., Inc. to be a Special Police Officer in and for the City <br />f South Bend. <br />Upon the recommendation of Chief of Police, the Board then appointed <br />Evelyn C. Heinzman as a member of the Police Auxiliary School Patrol for <br />ssignment to the McKinley School district. <br />The Police Department application of Russell D. Ryker, Jr. was <br />examined and ordered placed on file. <br />The Board again examined the bid of'Scherman- Schaus- Freeman Company <br />dated September 26, 1955, to supply eight 1955 Studebaker Champion Deluxe <br />four-door sedans for the Police Department, and deferred action to the next <br />r gular meeting of the Board. <br />TRICAL DEPARTMENT: <br />The Board -approved the recommendation of Supt. Ira Hunsberger for the <br />i stallation of a 4000 lumen light at the southeast Corner of Springbrook <br />a d Hillsdale Road, at the alley intersection on the east side of Allen <br />S ree -t midway between California Avenue and Van Buren Street, and at the <br />n rtheast corner of Dover Drive and Woldhaven "Drive. <br />
