[El <br />POLICE_ DEPARTMENT: <br />Chief of Police, R. J. Gillen, being present, discussed with the <br />Board the matter of the enforcement of City Ordinance applying to various <br />types of door -to -door peddling, with a view to determining the form of <br />peddling covered by ordinance, as differentiated from such forms as would <br />fall into the classification of interstate commerce. Other matters <br />pertinent to the Police Department were also given discussion. <br />A letter covering action taken by vote of the members of <br />Order of Police, St. Joseph Valley Lodge #36, on Thursday, <br />was read, and the Clerk was directed to embody this letter <br />of these minutes, as follows: <br />"Mr. James Bickel <br />City Controller <br />South Bend, Indiana <br />Dear Sir: <br />the Fraternal <br />October 14, 1954, <br />as a part <br />A vote was taken: Thursday, October 14, 1954, between hours <br />of 12 noon and midnight, by the members of the Fraternal <br />Order of Police, St. Joseph Valley Lodge #36, as to what <br />type of Insurance plan, they would like to carry on the <br />payroll deduction plan. <br />We had three different type of insurance plans, and this <br />is the outcome of the vote: <br />108 ballots cast for Blue Cross -Blue Shield Plan <br />11 ballots cast for Policemen B.A.R.E. plan <br />l ballot cast for Police- Firemen B.A.R.E. plan. <br />A total of 120 ballots were cast. <br />We at this time petition, the city to be able to take this <br />new Blue Cross -Blue Shield Plan, which will cost $8.70 family <br />policy and $3.20 sing le policy on the payroll deduction plan. <br />This plan can be put in effect as of Nov. 15, 1954, and if <br />this is agreeable with the City, the Blue Cross representative <br />stated that a letter will have to be forthcoming from the <br />Controller's office to that effect. <br />Sincerely <br />John F. Pyle,were examined and ordered placed on.file. <br />ELECTRICAL DEPARTMENT: <br />Superintendent Ira Hunsber er, being present, recommended to the <br />Board, the installation of two 2900 lumen lights, one at the alley between <br />Western Avenue and Napier Street, and one at the alley between Napier and <br />Thomas Streets, both on Maple Street. The Board, approved both installations <br />A petition bearing fifty -two signatures, requesting a street light <br />at the intersection of Hines and Walnut Streets, was examined and referred <br />to Supt. Hunsberger for investigation and report. <br />A petition for the installation of streetlights on Southbrook Drive <br />between York Road and Ridgedale, and a petition requesting a light, <br />approximately halfway between Colfax and McKinley on North Coquillard Drive, <br />were examined and referred to Supt.
