is <br />quotations received from four vendors of floor- -�rJaxing equipment on <br />various models, deemed suitable for Fire Departmentts needs, were referred <br />to Fire Chief, Richard J. Duck for his consideration. <br />Then appeared before the Board, William R. ivlorris, , president of the <br />South Bend N.A.A.C.P. and pointed out to the Board the fact that the Police <br />Department has been unable to enforce the directive of the Board, issued_ <br />under date of March 8, 1954.. Chief of Police, Richard J.. Gillen, being <br />present stated, "there is no deputy prosecutor available after certain. <br />hours, and especially that time of the day when the offense in question <br />usually occurs," and because of this fact, the City has been unable to <br />carry through in the matter of making arrests under the Board's directive. <br />Mr. Morris then advised that-this situation has been discussed with <br />the Prosecuting Attorney and the Prosecutor informed Mr. Morris and his <br />committee that the deputies can be called by telephone at their homes. <br />Chief Gillen then stated that the _Prosecutor has not notified the Police <br />Department in this connection. Chief Gillen further advised that in the <br />event the deputy prosecutor does appear, it will also require the presence <br />of the City Clerk, or Deputy City Clerk. A considerable amount of dis- <br />cussion ensued, taken part in mainly by attorney I. A. Hurwich, as chairman <br />of the Board of Public Safety, and Attorney Chas. A. Wills, speaking for <br />the N. A. A. C. P.
