I <br />E <br />M <br />The Fire Chief then placed before the Board recommendations for <br />promotions, as follows: <br />Capt. Russell Hoffman to <br />of Batallion Chief. <br />Lieut. Joseph Barany to b, <br />(Engine Company <br />Private Paul Nelson to be promoted <br />transferred from Truck Company No. <br />be promoted to the rank <br />3 promoted to Captain <br />No. <br />to the rank of Lieutenant and <br />4 to Engine Company No. 5., <br />The Board approved these promotions to be effective as of'February <br />1954-1 <br />The Fire Chief brought to the attention of the Board the need for <br />painting the Chieffs office and the two outer offices at Central Fite <br />Station. The Board conceded the need and authorized the Chief to <br />proceed to have this decorating work accomplished at reasonable cost <br />'and to his desired specifications. <br />`POLICE DEPARTMENT: <br />Chief of Police, Richard J. Gillen, being present, placed before the <br />Board -the required form,for the appointment of Milton A. Gilbert of the <br />South Bend Humane Society, as a special police officer in and for the <br />City of South Bend, recommending his appointment. The'Board, thereupon, <br />-affixed their signatures and seal, making this appointment official <br />And effective upon the swearing-in-of the applicant. <br />The Chief next presented four quotations for the overhauling of- the <br />Police Departmentfs typewriters., submitted by local reputable typewriter <br />servicing firms. The offer of Royal Typewriter Co., Inc., 309 East <br />Jefferson Boulevard, was accepted by the Board as the lowest and best <br />quotation. <br />The Departmentfs need for a special 12-drawer double compartment <br />card file at a cost in excess of $200.00 was brought to the Board's <br />..attention. The Board authori. <br />zed the Clerk to <br />c .proceed with the pur- <br />chase of the desired filing case. <br />. The Board next examined report of accident, Submitted by Captain <br />'Voelkel under date of January 27th, involving Police Car driven by <br />Off T. Pierson and -1951 Olds owned by Edward W. Fettel, 802 East <br />Ec1anbai The Board accepted the Captain's recommendation that repairing <br />involved be awarded to Gilman & Drover of Mishawaka, as having presented <br />the best bid of the three estimates received. <br />The Police Department applications of the following applicants <br />were examined and ordered placed on file.- <br />Fred E. Bolinger, Jr. Jack Groshans <br />Gerald J. Knepper Jack H. Miller. <br />A telegram Prom Mr. Bert Liss, President of Indiana Cab Company, <br />concerning police enforcement of the taxicab ordinance, was read and <br />ordered filed. <br />The Police Departmentts report for the month of December 1953 <br />was examined and ordered filed. <br />ELECTRICAL DEPARTMENT: <br />Purchase Order BW3679, to confirm order placed for a quantity of <br />..traffic signal lamps of a superior type, total cost being in excess-of <br />$200.00, was considered and approved for release. <br />The recommendation of Supt. Ira Hunsberger for the installation of <br />two 4000 lumen lights, in the vicinity of Parkview Home, under date of <br />January 28thrwas approved by the Board. <br />There being no further business to come before the Board, the meeting <br />was adjourned at 11:45 A.
