I E M The Fire Chief then placed before the Board recommendations for promotions, as follows: Capt. Russell Hoffman to of Batallion Chief. Lieut. Joseph Barany to b, (Engine Company Private Paul Nelson to be promoted transferred from Truck Company No. be promoted to the rank 3 promoted to Captain No. to the rank of Lieutenant and 4 to Engine Company No. 5., The Board approved these promotions to be effective as of'February 1954-1 The Fire Chief brought to the attention of the Board the need for painting the Chieffs office and the two outer offices at Central Fite Station. The Board conceded the need and authorized the Chief to proceed to have this decorating work accomplished at reasonable cost 'and to his desired specifications. `POLICE DEPARTMENT: Chief of Police, Richard J. Gillen, being present, placed before the Board -the required form,for the appointment of Milton A. Gilbert of the South Bend Humane Society, as a special police officer in and for the City of South Bend, recommending his appointment. The'Board, thereupon, -affixed their signatures and seal, making this appointment official And effective upon the swearing-in-of the applicant. The Chief next presented four quotations for the overhauling of- the Police Departmentfs typewriters., submitted by local reputable typewriter servicing firms. The offer of Royal Typewriter Co., Inc., 309 East Jefferson Boulevard, was accepted by the Board as the lowest and best quotation. The Departmentfs need for a special 12-drawer double compartment card file at a cost in excess of $200.00 was brought to the Board's ..attention. The Board authori. zed the Clerk to c .proceed with the pur- chase of the desired filing case. . The Board next examined report of accident, Submitted by Captain 'Voelkel under date of January 27th, involving Police Car driven by Off T. Pierson and -1951 Olds owned by Edward W. Fettel, 802 East Ec1anbai The Board accepted the Captain's recommendation that repairing involved be awarded to Gilman & Drover of Mishawaka, as having presented the best bid of the three estimates received. The Police Department applications of the following applicants were examined and ordered placed on file.- Fred E. Bolinger, Jr. Jack Groshans Gerald J. Knepper Jack H. Miller. A telegram Prom Mr. Bert Liss, President of Indiana Cab Company, concerning police enforcement of the taxicab ordinance, was read and ordered filed. The Police Departmentts report for the month of December 1953 was examined and ordered filed. ELECTRICAL DEPARTMENT: Purchase Order BW3679, to confirm order placed for a quantity of ..traffic signal lamps of a superior type, total cost being in excess-of $200.00, was considered and approved for release. The recommendation of Supt. Ira Hunsberger for the installation of two 4000 lumen lights, in the vicinity of Parkview Home, under date of January 28thrwas approved by the Board.
