6 <br />January 4 1954 � <br />A regular meeting of the Board of Public Safety was held Monday, <br />January 4, 1954, at 10:00 A. M. All members were present. H. Wills, who re- <br />lated to the Board an incident of race discrimination which occurred in <br />a downtown tavern, wherein a waitress and a bartender failed to serve <br />Attorney Wills and a friend accompanying him. A police officer was <br />called at the time of the incident, but failed to make an arrest due, <br />in the opinion of Attorney Wills, to insufficient knowledge and instruction <br />on the part of the officer to enable him to take action in an offense of <br />this nature. It was pointed out to Attorney mills by the chairman of <br />the Board that the offense is one of too personal a type for an arrest to <br />be made without the issuing of a warrant, and would be placing the police <br />officer in a position not intended that he should assume. Attorney Wills <br />stated that the offense is one of frequent occurrence and conducive of <br />great'ill'will, and asked that the Board consider instruction pertaining <br />to the laws governing this violation and the procedure to be followed when <br />called in a recurring incident of this nature. The Board took the matter <br />under consideration. <br />ELECTRICAL DEPARTMENT: <br />A petition, dated December 21, 1953, bearing the names of twenty <br />Elmer Street residents, for improved street lighting, was approved in <br />part only. The request for a light at the intersection of Elmer and <br />Hamilton Streets, was denied, in view of the fact that at present no <br />occupied housing exists within a block distance of this intersection. <br />A petition, dated December 11, 1953, calling for improve lighting -on <br />:Magnolia Street, from Dubail Avenue to Prairie Avenue, was examined and <br />referred to Superintendent Ira Hunsberger for investigation and report. <br />FIRE DEPARTMENT: <br />Fire Chief, Richard J. Duck, being present, made the recommendation <br />to the Board that Fireman Victor Derdak of Truck Company No. 5 be promoted <br />to the rank of lieutenant, effective January 15, 1954. The Board a <br />the promotion accordingly`. pproved <br />The department's need for two "Chemox" masks was brought to the <br />attention of the Board and the Clerk was directed to obtain this equipment <br />as quickly as possible. <br />POLICE DEPARTMENT: <br />The Police Department application of Thomas P. Pfeifer, was examined <br />and ordered filed. <br />There being no further business to come before the Board, the <br />meeting wasi adjourned at 11:15 A.
