Mr. Inks noted that the public hearing file is complete, containing a copy of the Notice of Hearing; a copy of Resolution No. 2774, the subject of the public hearing; an affidavit from Jacki Krolczyk, Advertising Director of the South Bend Tribune, that the Notice of Hearing was published in that newspaper on September 24, 2010; and an affidavit from Richard Andrysiak, Classified Manager of the Tri- County News, that the Notice of Hearing was published in that newspaper on September 24, 2010. Ms. Jones opened the public hearing on Resolution No. 2774 for whoever wished to speak. There was no one who wished to speak. Ms. Jones closed the public hearing for whatever action the Commission wished to take. (4) Approval of Resolution No. 2774. Mr. Downes asked what the additional expenses are which were not anticipated at the beginning of the year. Ms. Jennings responded that we did not anticipate the higher vacancy rate and the resulting reduced revenue.
