REGULAR MEETING OCTOBER 11, 2010 <br /> <br /> <br /> <br /> WHEREAS, an adopted multi-hazard mitigation plan is required as a condition of <br />future grant funding for mitigation projects; and <br /> <br /> WHEREAS, the City of South Bend participated jointly in the planning process <br />with the other local units of government within the County to prepare a Multi-Hazard <br />Mitigation Plan; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND as follows: <br /> <br /> Section I. The City of South Bend hereby adopts the St. Joseph County Multi- <br />Hazard Mitigation Plan as an official plan which is attached hereto and included herein <br />by reference. <br /> <br /> Section II. The St. Joseph County Emergency Management Agency will submit <br />of behalf of the participating municipalities the adopted Multi-Hazard Mitigation Plan to <br />the Indiana Department of Homeland Security and the Federal Emergency Management <br />Agency for final review and approval. <br /> <br /> Section III. This Resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br /> <br /> s/Oliver J. She <br />stated that and the end of Section I, remove the semi-colon (;) and word and; and insert: <br />which is attached hereto and included herein by reference. <br /> <br />Councilmember Puzzello made a motion to amend this bill. Councilmember Varner <br />seconded the motion which carried by a voice vote of seven (7) ayes. <br /> <br />th <br />Mr. Gary Gilot, Public Works Director, 13 Floor County-City Building, 227 W. <br />Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Gilot advised that the City of South Bend, has completed their final review of the St. <br />Joseph Multi-Hazard Mitigation Plan and believes it to be in compliance with the <br />requirements from Disaster Mitigation Act of 2000. In 2009, South Bend partnered <br />jointly with other local units of government in St. Joseph County for the creation of a <br />Plan that give clear direction on long-term plans that can reduce the impact of future <br />natural disasters. He stated that we all recognize the threat that natural disasters pose to <br />people and property. Furthermore, the City understands that by undertaking hazard <br />mitigation actions before a disaster occurs, it will reduce the potential harm to people and <br />property while saving tax-payer dollars. Mr. Gilot noted that the approval of this Plan is <br />not an indication that the actions described will or can be automatically funded but <br />without a Plan the City is ineligible for future grant funding for mitigation projects <br />through FEMA. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Puzzello made a motion to adopt this <br />Resolution.
