SPECIAL MEETING SEPTEMBER 30, 2010 <br /> <br /> <br /> <br />Council passes the budget with that 2% in there it would allow the city administration to <br />unfreeze those positions that are currently below those 2010 maximum levels. <br /> <br />Councilmember Oliver Davis stated that it would be done in an equitably fashion. <br /> <br />Council Attorney Kathleen Cekanski-Farrand stated that the Council has no control over <br />that. <br /> <br />ADJOURNMENT <br /> <br />There being no further business to come before the Council, President Derek D.
