This petition is consistent with the City of South Bend Comprehensive <br />Plan (City Plan) objectives for housing. <br />Land Use PIan: <br />City of South Bend - Ci1y Pian November 2006. <br />Objective LU 2.1 Encourage developers to use planned unit and <br />traditional neighborhood development models to promote land use <br />compatibility in future developments. <br />The Future Land Use map identifies this area as mixed use. This rezoning <br />is consistent with the Future Land Use Map. <br />2. Current conditions and character: <br />The area surrounding Vaness Street, Willis Avenue, and Burdette Street has a <br />variety of uses. To the north between Vaness and Burdette Street, there is one <br />vacant lot and the Irish Crossings townhouse development, while the south side of <br />Vaness Street contains the Turtle Creek Apartment complex. The character of the <br />area between State Road 23 and Vaness Street and the area east of Willis Avenue <br />is commercial and multifamily. The character of the area west of Burdette Street <br />is multifamily residential. <br />3. Most desirable use: <br />The most desirable use is high density residential. <br />4. Conservation of property values: <br />The surrounding commercial and multifamily property values should be <br />conserved with the PUD rezoning. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow sites to be appropriately <br />developed when compatible with the surrounding area. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends <br />the petition be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The petition is consistent with recent developments in this area. Previous <br />approvals for this and surrounding sites has established Vaness Street as a higher <br />density, pedestrian - orientated area, connecting the University of Notre Dame <br />campus with the State Road 23 commercial/business corridor. <br />Stadium Place Developers, LLC <br />#2566 -10 <br />Page 3 of 3 <br />
