Gary used a power point and accompanying 36 page handout (attached) to cover the 15 <br />separate departments or funds under his purview. For each department Gary cited the <br />2010 accomplishments and 2011 goals. When appropriate he included any significant <br />changes from 2010 to 2011 proposed budget. These might be due to re-organization, <br />practices, partnerships or major funding changes. For the funds Gary described their <br />sources, record of expenditures and funded proposals for the coming years. <br />It should be noted Tom LaFountain arrived one half-hour into Gary's presentation <br />assuming the Chair from President Derek Dieter. Oliver Davis, also on the committee <br />had arrived 5 minutes prior to Tom. <br />Gary having completed his work turned to John Murphy who has budget oversight for all <br />these areas. John provided a summary budget sheet covering by column the fund or <br />department number, the 2010 amended budget, 2011 proposed dollars the variance for <br />each from 2010 to 2011 as well as the percent change for the same years. <br />Chairperson LaFountain asked that all questions be held until the conclusion of both Gary <br />and John's comments. <br />Upon their completion several Councilmember's asked what were more clarifications <br />than questions. Of particular interest were the estimates of projected tax revenues, their <br />timing and anticipated distribution. <br />Gary made a few summary comments before Chairperson LaFountain adjourned the <br />hearing at 5:00 p.m. <br />P. S. After the hearing Mikki Dobski distributed a press release trumpeting the nationally <br />released award earned by Gary Gilot. According to "American City and County" <br />Magazine.
