(C) To minimize the need for rescue and relief efforts associated with flooding and <br />generally undertaken at the expense of the general public; <br />(D) To minimize prolonged business interruptions; <br />(E) To minimize damage to public facilities and utilities such as water and gas <br />mains, electric, telephone, and sewer lines, streets, and bridges located in <br />floodplains; <br />(F) To help maintain a stable tax base by providing for the sound use and <br />development of flood prone areas in such a manner as to minimize flood blight <br />areas, and; <br />(G) To ensure that potential homebuyers are notified that property is in a flood area. <br />(b) Definitions <br />Unless specifically defined below, words or phrases used in this ordinance shall be <br />interpreted so as to give them the meaning they have in common usage and to give this <br />ordinance its most reasonable application. In addition to the definitions contained in <br />Article 12 -Definitions, the following definitions shall apply to the Floodplain <br />Regulations of this Chapter. <br />(1) A zone means portions of the SFHA in which the principal source of flooding is <br />runoff from rainfall, snowmelt, or a combination of both. In A zones, floodwaters <br />may move slowly or rapidly, but waves are usually not a significant threat to <br />buildings. These areas are labeled as Zone A, Zone AE, Zones Al-A30, Zone AO, <br />Zone AH, Zone AR and Zone A99 on a FIRM or FHBM. The definitions are <br />presented below: <br />Zone A: Areas subject to inundation by the one-percent annual chance flood event. <br />Because detailed hydraulic analyses have not been performed, no base flood <br />elevation or depths are shown. Mandatory flood insurance purchase requirements <br />apply. <br />Zone AE and Al-A30: Areas subject to inundation by the one-percent annual chance <br />flood event determined by detailed methods. Base flood elevations are shown <br />within these zones. Mandatory flood insurance purchase requirements apply. <br />(Zone AE is on new and revised maps in place of Zones Al-A30.) <br />Zone AO: Areas subject to inundation by one-percent annual chance shallow flooding <br />(usually sheet flow on sloping terrain) where average depths are between one and <br />three feet. Average flood depths derived from detailed hydraulic analyses are <br />shown within this zone. Mandatory flood insurance purchase requirements apply. <br />Zone AH: Areas subject to inundation by one-percent annual chance shallow flooding <br />(usually areas of ponding) where average depths are between one and three feet. <br />Page 3 of 31 <br />
