v. Recreational vehicles placed on a site shall either: <br />a. be on site for less than 180 days; and, <br />b. be fully licensed and ready for highway use (defined as being on its <br />wheels or jacking system, is attached to the site only by quick disconnect <br />type utilities and security devices, and has no permanently attached <br />additions); or <br />c. meet the requirements for "manufactured homes" as stated earlier in this <br />section. <br />(3) Standards for Subdivision Proposals. <br />(A) All subdivision proposals shall be consistent with the need to minimize flood <br />damage; <br />(B) All subdivision proposals shall have public utilities and facilities such as sewer, <br />gas, electrical, and water systems located and constructed to minimize flood <br />damage; <br />(C) All subdivision proposals shall have adequate drainage provided to reduce <br />exposure to flood hazards, and; <br />(D) Base flood elevation data shall be provided for subdivision proposals and other <br />proposed development (including manufactured home pazks and subdivisions), <br />which is greater than the lesser of fifty lots or five acres. <br />(E) All subdivision proposals shall minimize development in the SFHA and/or limit <br />density of development permitted in the SFHA. <br />(F) All subdivision proposals shall ensure safe access into/out of SFHA for <br />pedestrians and vehicles (especially emergency responders). <br />(4) Critical Facility. <br />Construction of new critical facilities shall be, to the extent possible, located outside <br />the limits of the SFHA. Construction of new critical facilities shall be permissible <br />within the SFHA if no feasible alternative site is available. Critical facilities <br />constructed within the SFHA shall have the lowest floor elevated to or above the <br />FPG at the site. Floodproofing and sealing measures must be taken to ensure that <br />toxic substances will not be displaced by or released into floodwaters. Access <br />routes elevated to or above the FPG shall be provided to all critical facilities to the <br />extent possible. <br />Page 25 of 31 <br />
