whether a structure or parcel has been elevated on fill above the BFE and excluded <br />from the SFHA. <br />(45) Lowest adjacent grade means the lowest elevation, after completion of construction, <br />of the ground, sidewalk, patio, deck support, or basement entryway immediately next <br />to the structure. <br />(46) Lowest floor means the lowest of the following: <br />(A) the top of the lowest level of the structure; <br />(B) the top of the basement floor; <br />(C) the top of the garage floor, if the garage is the lowest level of the structure; <br />(D) the top of the first floor of a structure elevated on pilings or pillars; <br />(E) the top of the first floor of a structure constructed with a crawl space, provided <br />that the lowest point of the interior grade is at or above the BFE and construction <br />meets requirements of (F)(i).; or <br />(F) the top of the floor level of any enclosure, other than a basement, below an <br />elevated structure where the walls of the enclosure provide any resistance to the <br />flow of flood waters unless: <br />i. the walls are designed to automatically equalize the hydrostatic flood forces <br />on the walls by allowing for the entry and exit of flood waters, designed to <br />allow for the entry and exit of floodwaters to automatically equalize <br />hydrostatic flood forces on exterior walls. Designs for complying with this <br />requirement must either be certified by a professional engineer or architect <br />or by providing a minimum of two openings (in addition to doorways and <br />windows) having a total net area of one (1) square inch for every one square <br />foot of enclosed area. The bottom of all such openings shall be no higher <br />than one (1) foot above grade and shall be located entirely below the BFE; <br />and, <br />ii. such enclosed space shall be usable solely for the parking of vehicles and <br />building access. <br />(47) Manufactured home means a structure, transportable in one or more sections, which <br />is built on a permanent chassis and is designed for use with or without a permanent <br />foundation when attached to the required utilities. The term "manufactured home" <br />does not include a "recreational vehicle." <br />(48) Manufactured home pazk or subdivision means a parcel (or contiguous parcels) of <br />land divided into two or more manufactured home lots for rent or sale. <br />Page 9 of 31 <br />
