(25) Written documentation from construction contractors to indicate compliance <br />with the Affirmative Action requirements of Executive Order 11246. Contractors <br />with fewer than 50 employees or with contracts of less than $50,000 are not required <br />to maintain a written Affirmative Action Plan. This requirement does not apply to <br />residential single family home construction and rehabilitation. <br />(26) Written documentation to support all claims for public benefit points made in <br />connection with their abatement. <br />(d) Power of attorney. If a person other than the person signing the application is to <br />represent the applicant at any meeting of the Community and Economic Development <br />Committee or the Council, a duly executed power of attorney authorizing such representation <br />must be on file with the City Clerk. <br />Sec. 2 -84.9. Advisory review by Community and Economic Development Department. <br />(a) Upon the filing of a completed tax abatement petition, including all attachments, <br />filing fee, statement of benefits form, and the declaratory and confirmatory resolutions by the <br />owner, the City Clerk shall refer the documents to the Community and Economic Development <br />Department for an advisory review. The review shall be for informational purposes only, and <br />shall not be binding on the designating body. <br />(b) The Community and Economic Development Department shall review the petition, <br />statement of benefits, and all attachments thereto. It shall also have the authority to request <br />additional information from the petitioner which are relevant to the petition and statement of <br />benefits. <br />(c) Within fifteen (15) days from the receipt of the documents from the Office of the <br />City Clerk, the Community and Economic Development Department shall prepare a written <br />report setting forth a review of its advisory findings. The report shall be sent to the Council's <br />Community and Economic Development Committee, to the City Clerk., and to the petitioner. <br />(d) The report shall address but not be limited to addressing the following: <br />(1) Whether all required information has been submitted by the petitioner. In the event <br />that additional information was requested of the petitioner, the report shall address such <br />requests and the response received from the petitioner. <br />(2) Whether the information contained in the petition and statement of benefits indicates <br />that the requirements of this article are met by the project as described in the petition. <br />25 <br />
