ORDINANCE NO. 1 ~ ~~- ~ O~ <br />AN ORDINANCE ESTABLISHING THE URBAN HOMESTEADING <br />PROGRAM (DOLLAR HOUSE PROGRAM) AND OTHER RELATED <br />MATTERS <br />STATEMENT OF PURPOSE AND INTENT <br />The City of South Bend, Indiana (the "City") desires to establish an urban <br />homesteading program, commonly referred to as the "Dollar House Program," within the <br />City, in accordance with Indiana Code § 36-7-17 et seq. (the "Act"). The City contains <br />several vacant and abandoned houses, which if properly renovated and inhabited, would <br />improve their surrounding neighborhoods. The Dollar House Program will encourage <br />individuals to live and invest in the City, and accordingly, establishing the Dollar House <br />Program is in the best interest of the health, safety and welfare of the City and its <br />residents. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND, INDIANA as follows: <br />Section I. The urban homesteading program, commonly referred to as the "Dollar <br />House Program" is hereby established. The South Bend Common Council hereby <br />designates the City of South Bend, Indiana Board of Public Works (the "Board") as the <br />agency charged with administering the Dollar House Program under the Act. The Board, <br />as the contracting body of the City, is further authorized to contract with entities with <br />experience in neighborhood and housing developments to facilitate the completion of the <br />Program, in accordance with the Act. The Board shall make an annual report to the <br />Common Council regarding the progress of the program. Copies of the all rules and <br />regulations for the program shall be kept on file with the Board. <br />Section II.
