REGULAR MEETING AUGUST 9, 2010 <br /> <br /> <br /> <br />that they would like to see this grant continue for a long period of time and come up with <br />other grants that could compliment this one to help placement of individuals. <br /> <br />Councilmember Rouse asked if there is a deadline on this bill. <br /> <br />Ms. Leonard-Inks advised that according to the grant they must be done by April 30, <br />2012, she stated the longer that we wait the less that is going to get done. <br /> <br /> There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Kirsits made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of eight (8) ayes and one (1) nay <br />(Councilmember Henry Davis, Jr.) <br /> <br />BILL NO. 39-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS OF $80,300 FROM THE <br /> WATER WORKS SINKING FUND #625 <br /> <br />Councilmember Oliver Davis, Chairperson, Utilities Committee, reported that this <br />committee met this afternoon on this bill and sends it to the Council with a favorable <br />recommendation. <br /> <br />th <br />Mr. Gregg Zientara, Controller, 12 Floor County-City Buidling, 227 W. Jefferson Blvd., <br />South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that the Council adopted the 2010 budget with the passage of <br />Ordinance Nos. 9957-09 and 9992-09, which included expenditures for various City <br />operations. Mr. Zientara stated that it is now necessary to appropriate additional funds <br />for operational expenditures necessary for the City to effect provision of services to <br />citizens which were not foreseen at the time the City budget was adopted. He stated that <br />this is interest expense for 2009 revenue bonds series A and B underestimated in original <br />budget. He noted that the budget was prepared in August and the bond closed in <br />September. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br />BILL NO. 40-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND CITY SERVICES <br /> OPERATIONS IN 2010 OF $110,000 FROM <br /> GENERAL FUND (#101), $600,000 FROM <br /> MOTOR VEHICLE HIGHWAY FUND (#202), <br /> $500,000 FROM LIABILITY INSURANCE FUND <br /> (#226), AND ($58,000) FROM COUNTY OPTION <br /> INCOME TAX FUND (#404) <br /> <br />Councilmember Tom LaFountain, Chairperson, Personnel & Finance Committee, <br />reported that this committee met this afternoon on this bill and sends it to the Council <br />with a favorable recommendation. <br /> <br /> 8 <br /> <br />
