REGULAR MEETING AUGUST 9, 2010 <br /> <br /> <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 41-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, FOR BUDGET TRANSFERS <br /> FOR VARIOUS DEPARTMENTS WITHIN THE <br /> CITY OF SOUTH BEND, INDIANA FOR THE <br /> YEAR 2010 <br /> <br />Councilmember LaFountain, Chairperson, Personnel & Finance Committee, reported that <br />this committee met this afternoon on this bill and sends it to the Council with a favorable <br />recommendation. <br /> <br />Councilmember Kirsits disclosed that he is a member of the South Bend Fire Department, <br />and that he has his conflict of interest form on file with the Office of the City Clerk. He <br />noted that after discussion with Council Attorney Kathleen Cekanski-Farrand it was <br />determined that no conflict exists and will be voting on this issue tonight. <br /> <br />Councilmember Dieter disclosed that he is a member of the South Bend Police <br />Department and that he has his conflict of interest form on file with the Office of the City <br />Clerk. He noted that after discussion with Council Attorney Kathleen Cekanski-Farrand <br />it was determined that no conflict exists. <br /> <br />th <br />Gregg Zientara, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that unforeseen circumstances not contemplated in the original <br />budget, have developed since the Common Council adopted the 2010 budget which <br />necessitates the increase and reduction of appropriations within various departments of <br />the General Fund and of other funds of the City of South Bend. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
