The Base <br />impact Measures for net new jabs, existing jobs, and wages may reflect the <br />estimates of these impacts. <br />During year four and thereafter of a phase-in, the Base Impact Measures for <br />Investment must reflect actual investments as constructed or installed, and must <br />reflect actual performance far the Base Impact Measures credits associated with <br />the Base Impact Measures for net new jobs, existing jabs, and wages. <br />Bonus Phase-in Credits must reflect actual performance achieved, in accordance with the <br />following: <br />During the first three years of a phase-in, Bonus credits must reflect actual <br />performance achieved during the previous calendar year per Section 2-81. <br />17 <br />
